According to the new Administrative Procedure Proclamation no. 1183/2020, a petition for Judicial Review of administrative decisions by Administrative Agencies of the Federal Government (and City Administrations accountable to the Federal Government) shall only be submitted to the Federal High Court and the decision of the Court is final, there by giving Administrative agencies a first instance jurisdiction over these matters!

It is good to create this judicial review mechanism so that parties aggrieved by the decision can present their grievances to a judicial body. However, I have doubts whether administrative agencies in Ethiopia have the capacity to render administrative decisions in the manner required by the Proclamation. It would have been better, if the Proclamation had managed to give the right to review the administrative decisions to the Federal First Instance Court and made it appealable to the High Court.
