Prime Minister
After perusal of the Constitution;
And Law No. 89 of 1960 regarding the entry and residence of foreigners in and out of the lands of the Arab Republic of Egypt and its amendments; and after the Council of Ministers' agreement;
Decide
(Article 1)
Foreigners applying to the General Directorate of Passports, Immigration and Nationality to obtain the right of residence for tourism or non-tourism must submit a receipt stating that they have transferred the equivalent of residence fees/default fines/costs of issuing a residence card) from dollars or the equivalent of free currencies to Egyptian pounds from a bank or Certified exchange companies.

Foreigners residing in the country illegally must regularize their situation and legalize their residence, provided that there is an Egyptian host, within three months from the date of implementation of this decision, in exchange for paying administrative expenses equivalent to one thousand US dollars deposited in the account designated for that in accordance with the rules, procedures and controls determined by the Ministry of Interior.
(Article Three)
This decision shall be published in the Official Gazette, and shall come into effect fifteen days after the date of its publication

Notes
In follow-up with the Passport and Residence Office in Hurghada, the following was
found:
1- The new decision will be implemented starting from 9/15/2023
2- The currency must be changed inside approved Egyptian banks and exchange
offices, such as the National Bank, Banque Misr, or Banque du Caire, as a condition for obtaining an official document to change the currency away from the black market.
3- This decision does not include the following cases
A-Official marriage to an Egyptian husband
B-Those who are sixty years of age or more, the fine does not apply to them
4- Until now, the executive regulations that specify how to activate the decision and how to collect the fine have not been issued, and the matter is left to the Ministry of Interior and the Passports Department regarding this matter.
5-There is no change in the normal month of residence requests (it is normal) of forms, notarized rental contracts, or notarized contracts with two copies of passports and two copies of the last entry.
