Regional Center for Renewable Energy and Energy Efficiency RCREEE, via its Secretariat - is a financially autonomous organization.

The Regional Center for Renewable Energy and Energy Efficiency (RCREEE) is an intergovernmental organization with diplomatic status that aims to enable and increase the adoption of renewable energy and energy efficiency practices in the Arab region. RCREEE teams-up with governments, international organizations, IFIs and Private Sector via several forms of partnerships to initiate and lead clean en

ergy policy dialogues, strategies, technologies, managing the facilitation of RE investment platforms and capacity development in order to increase Arab states’ share of tomorrow’s modern energy solutions. Having today 17 Arab countries among its members, RCREEE strives to lead renewable energy and energy efficiency initiatives and expertise in all Arab states based on its strategic plan approved by its Board of Trustees. RCREEE Secretariat has several multidisciplinary teams across Sustainable Energy and Climate Action sub-sectors with multicultural teams diversified across Arab and International professionals. The main source of finance is generated via comprehensive portfolios of programmes and partnerships via development agreements with DFIs, Third Party Contract, and Innovative Climate-Finance Programmes, and is also holding the fiduciary responsibility and all related legal jurisdiction of Center. RCREEE is organized as an independent regional organization with international legal status and organizational structure as per the organization's Charta. The Charta stipulates a three-tier structure with a Member States’ assembly (“Board of Trustees”), an executive committee (“Executive Committee”) and a secretariat (“Secretariat”) that is headed by the RCREEE Executive Director.

📢 Procurement Opportunity /Energy Efficiency Market Transformation in the MENA Region

UNIDO has launched a call for proposals to undertake a comprehensive “Market assessment and intervention strategy” for the potential extension of the EELA Regional Project to the MENA region https://www.eela-project.org/opportunity/procurement-opportunity-market-assessment-and-intervention-strategy-design-extension , in collaboration with the Regional Center for Renewable Energy and Energy Efficiency (RCREEE).

The assignment will identify priority sectors, investment opportunities, and high-impact interventions to accelerate energy efficiency market transformation across RCREEE Member States, with detailed assessments focusing on Algeria, Egypt, Libya, Morocco, and Tunisia.

The work will explore market opportunities, policy and regulatory frameworks, financing and investment conditions, institutional capacities, and opportunities across sectors including appliances, industry, water and wastewater, agro-processing, and textiles and garments.

Active Turbine Management Program (ATMP) - Autumn Season 2026
From 13 to 17 August 2026, a high-level delegation conducted a field mission to several wind energy project sites in the Gulf of Suez as part of the Active Turbine Management Program (ATMP).
The delegation brought together representatives from the Egyptian Ministry of Electricity and Renewable Energy, the Executive Chairmen of the New and Renewable Energy Authority (NREA) and the Egyptian Electric Utility and Consumer Protection Regulatory Agency (EgyptERA), the Head of the Private Sector Projects Department, and representatives of the Egyptian Electricity Transmission Company (EETC), alongside environmental consultants from SafeSoar.
The mission, organized and supervised by RCREEE’s Environment Department, was also attended by the President of the Board of Trustees (BoT) of the Regional Center for Renewable Energy and Energy Efficiency (RCREEE), the Chairman of RCREEE’s Executive Committee, and RCREEE experts led by the Acting Executive Director.
The field visits covered both operational and developing wind energy projects, including Red Sea Wind Energy (RSWE) – 650 MW, West Bakr Wind Farm (WBWF) – 250 MW, Shadwan Wind Energy Project – 900 MW, and Suez Wind Energy (SWE) – 1.1 GW, in addition to projects of the New and Renewable Energy Authority (NREA) in Ras Shukeir.
The mission aimed to observe environmental monitoring activities, including visits to monitoring points and assessments of the implementation of ATMP mitigation measures across operational and under-development wind projects. Attention was given to biodiversity conservation and the effective management of turbine operations while minimizing potential energy losses.
The mission underscored the role of RCREEE in supporting the implementation and continuous improvement of the Active Turbine Management Program (ATMP) as a practical approach to reconciling the rapid expansion of wind energy with biodiversity conservation.
The delegation recognized the progress achieved and reaffirmed the importance of sustained collaboration among relevant institutions and project developers to further operationalize ATMP and support the sustainable development of wind energy while minimizing impacts on biodiversity and optimizing energy generation.

Dr Maged Mahmoud, Technical Director and acting as Executive Director of RCREEE is participating in the online webinar to launch a new, updated guide for assessing the impacts of renewable energy policies. The webinar is hosted by the Initiative for Climate Action Transparency (ICAT) and the UNEP Copenhagen Climate Centre (UNEP-CCC)

The Renewable Energy Methodology supports decision-makers by providing practical methodological guidance to estimate emissions pathways and quantify emission reductions resulting from the implementation of energy-sector policies.

The 2026 update introduces revised content to enhance the user experience and expands policy coverage to include areas such as net metering and the integration of variable renewable energy with grid-scale battery storage.

The webinar is aimed at government representatives involved in planning, implementing, and/or assessing the greenhouse gas impacts of renewable energy policies, particularly in the context of developing and implementing national and subnational climate strategies and Nationally Determined Contributions (NDCs).

Under the auspices of the Egyptian Ministry of Electricity and Renewable Energy, and in cooperation with the Energy Department at the League of Arab States - General Secretariat, the Regional Center for Renewable Energy and Energy Efficiency (RCREEE) is pleased to announce the new dates for the upcoming round of the Pan-Arab Certified Energy Management Professional (PA-CEMP) certification program.

محافظ البحر الأحمر يبحث سبل التعاون لدعم مشروع NIAT لطاقة الرياح بقدرة 500 ميجاوات



استقبل السيد الاستاذ الدكتور وليد البرقي، محافظ البحر الأحمر، بمقر ديوان عام المحافظة، وفدًا ضم ممثلي شركة ألكازار للطاقة، وشركة سيمنز، وهيئة الطاقة الجديدة والمتجددة، والمركز الإقليمي للطاقة المتجددة وكفاءة الطاقة (RCREEE)، وذلك لبحث سبل التعاون المشترك لدعم مشروع NIAT لطاقة الرياح بقدرة 500 ميجاوات، والمقرر تنفيذه بمدينة رأس غارب.

وخلال اللقاء، تم استعراض مستجدات المشروع وأهميته في دعم استراتيجية الدولة للتوسع في مشروعات الطاقة المتجددة، بما يسهم في تعزيز التنمية المستدامة، وخفض الانبعاثات الكربونية، وتعظيم الاستفادة من الموارد الطبيعية التي تتمتع بها محافظة البحر الأحمر في مجال إنتاج الطاقة النظيفة.



كما ناقش الحضور آليات تعزيز التعاون والتنسيق بين المحافظة والجهات المنفذة للمشروع، بما يضمن سرعة التنفيذ وفق أعلى المعايير الفنية والبيئية، إلى جانب التأكيد على أهمية تعظيم الأثر التنموي للمشروع على المجتمع المحلي بمدينة رأس غارب ومحافظة البحر الأحمر، من خلال دعم المبادرات المجتمعية، وخلق فرص العمل، وتنمية القدرات، والمساهمة في تنفيذ مشروعات المسؤولية المجتمعية بما يحقق التنمية الشاملة ويعود بالنفع على المواطنين.
