Introduction and approach to human trafficking victims:
An estimated 2.4 million people are trapped in modern-day slavery — human trafficking. Women, children and men across the globe find themselves being enslaved in forced labour and domestic servitude, sexually exploited or used as child soldiers, according to the UN figures
In brief we shall explain and warn all who may think that UAE may be lenient with human trafficking crimes.

As per UAE & Egypt law and regulations, the human trafficking include the activities of :, the mobilization , transportation , deportation or reception of persons them by means of threat to use , or by using force or any other type of coercion , kidnapping , fraud , deceit , abuse of power , ill - exploitation of weaknesses , or giving and receiving sums and favors in view of obtaining the consent of a person who has control over another person for exploitation purposes .
Such exploitation shall include all types of sexual exploitation, the exploitation for prostitution of others, forced labor, coercive service, servitude, practices similar to servitude, enslavement or organ eviscerations.
Organized Criminal Group as per law definition is a group formed of three or more carrying out together a deliberate act in view of perpetrating any of the human trafficking crimes in order to obtain directly or indirectly a financial or any other material gain.
These crimes may be with transnational Nature in the following circumstances:
1 – If crime was perpetrated in more than one State.
2 - If crime was in one State but prepared, planned, directed and supervised from another,
3 - If crime was perpetrated in one State but through a criminal organized group that practices criminal activities in more than one State.
4 - If crime was perpetrated in one State but the effects thereof affect another State.
As per law the child is any person whose age does not exceed eighteen years

HUMAN TRAFFICKING CRIMES AND SANCTIONS and punishments

As per laws in Egypt and United Arab Emirates, Whoever perpetrates any of the human trafficking crimes shall be sentenced to provisional imprisonment for a period of five years at least.
The sanction shall be life imprisonment in the following cases:
1 - Should the perpetrator of the crime establish, found, organize or direct an organized criminal group or assume the leadership thereof, or called for the adherence thereto.
2 - Should the victim be a woman, a child or a disabled.
3 - Should the act be perpetrated by means of trickery, or be accompanied by the use of force, threats to kill or cause major harm, or physical or moral torture.
4 - Should the act be perpetrated by two or more persons, or by a person carrying a weapon?
5 - Should the perpetrator be a member of an organized criminal group have participated in activities of such group while being familiar with the objectives thereof.
6 - Should the perpetrator be a spouse, ascendant, descendant or guardian of the victim, or have an authority there upon?
7 - Should the perpetrator be a public official or entrusted with public service?
8 - Should the crime be of a transnational nature?

9 - Whoever knows of the existence of a plan to perpetrate a crime provided for herein and does not notify the pertinent authorities thereof shall be sentenced to imprisonment for a period of one year at least and five years at most, and to a fine amounting to five thousand Dirham’s at least and twenty thousand Dirham’s at most, or to either penalties.

The National Committee to Combat Human Trafficking will provide financial resources for humanitarian and legal aid
The National Committee to Combat Human Trafficking will set up a fund to provide humanitarian, legal and financial aid to victims of trafficking in persons.
The establishment of the new fund will be a major initiative in supporting the victims and helping them meet the needs of their future.
The fund will be developed after the model of the United Nations Voluntary Trust Fund for Victims of Human Trafficking.

In a bid to provide help and support to those most affected, UN Secretary-General Ban Key-moon has launched the United Nations Voluntary Trust Fund for Victims of Human Trafficking. Administered by the UN Office on Drugs and Crime (UNODC), the Victims’ Trust Fund supports actual, on-the-ground humanitarian, legal and financial aid to victims of trafficking through a range of avenues, including governmental, inter-governmental and civil society organizations.
The Victims’ Trust Fund provides the opportunity for people from all walks of life, including governments, the private sector, international organizations, NGOs and individuals, to work together to help victims of human trafficking in a practical and tangible manner.

Police anti-drug campaign gets under way

Dubai: Dubai Police’s war on drugs has taken a major step forward as a campaign targeting youngsters gets under way. Police said the problem is so bad children as young as 12 are abusing drugs.
“Some types of drugs are becoming popular among students and this campaign aims to raise their awareness against abusing drugs,” said Colonel Dr Jasem Mirza, Director of the Security Awareness Department at Dubai Police.
Dr Khalifa Al Shamsi from Dubai Police’s security educational department said the police will use posters, flyers and advertisements in the media to highlight the problem. They will also organize special exhibitions to educate the public about how addicts get hooked on drugs
“Drug use has become a scary fact that threatens societies all over the world and must be confronted on all levels.
“Police are helping the addict and their families. Drug abusers end up with mental difficulties or as thieves, criminals and murderers,” he warned.
The campaign against drugs was launched by Dubai Police at a press conference on 23/9/2013 at Dubai Police’s Anti-Narcotics Department in cooperation with various schools and both the American and British Consulate.
He said the use of crystal m**h and tramadol among students is on the rise.
“We urge school and universities to report to police any cases of students who are taking drugs,” said Dr Al Shamsi.
He said tramadol is a painkiller and available on prescription.
“Some parents may use such medicine and children know that this is a controlled medicine and that it is harmful,” he said.

According to anti - NARCOTICS AND PSYCHOTROPIC SUBSTANCES law it’s totally prohibited :- The introduction , import , export , manufacture , extraction , separation , production , obtainment , acquisition and use narcotics and psychotropic .
The punishment is very harsh in all these crimes, according to Article 39 – of narcotic law that stipulated that:
Whoever abuses in any manner or personally uses in circumstances other than those authorized any narcotic or psychotropic substances shall be sentenced to imprisonment for a period of four years at least.
The court may, in addition to the said penalty, impose a fine amounting to ten thousand Dirham’s at least.
The deportation is compulsory in such crimes as Article 63 – that stipulates:-
In addition to the sanctions set forth herein, the foreigner convicted in any of the crimes set forth herein shall be deported by virtue of a court order.
For those visitors we warn them from violating this law, and advise them no to enter the United Arab Emirates while possessing and drugs.
