Attorney Stoffels

has worked as a specialist lawyer for criminal law for many years. He mainly looks after private clients who are accused of criminal misconduct. One focus of his work is the processing of cases in which the client is suspected of committing a capital crime, e.g. a homicide, as well as in the processing of cases in which there is a suspicion of a sexual or property crime.

He advisis and represents both victims and perpetrators of crimes.

Attorney Stoffels sees a particular challenge in representing victims of the most serious crimes under international criminal law. Although the act and the scene of the crimes are regularly outside of the Federal Republic, it is to be expected that there will be more such proceedings in Germany in the future.

Attorney Stoffels is also active in cross-border criminal law. He handles cases in which foreign authorities request extradition for criminal prosecution, as well as cases in which German authorities send corresponding requests to other countries for the purpose of criminal prosecution or the ex*****on of sentences. Since 2019, he has also taken on cases in which the United Nations Security Council in New York has to decide on the lifting of sanctions in accordance with UN Resolution 1730.

From 2004-2017, Attorney Stoffels represented the interests of criminal defense lawyers at the International Criminal Court in The Hague as Vice President of the International Criminal Lawyers Germany and in this capacity moderated an annual seminar on international criminal law in Berlin.

As List Counsel of the International Criminal Court and member of the Bar Association there, he also has extensive knowledge of international criminal law and is personally acquainted with criminal defense lawyers in many countries. He works with foreign colleagues on international mandates. These are often cases in which a German citizen was arrested outside of Europe. Attorney Stoffels is also often the point of contact when law firms from the Anglo-American legal sphere have to deal with German law and wish to be accompanied by a German criminal defense lawyer and specialist lawyer for criminal law.

Attorney Stoffels has published numerous articles on criminal law, such as the United Nations Delisting Procedure, The Development of the International Criminal Court and the Iraqi Special Tribunal, The Requirements for Entry into the US after a Conviction in Germany and other topics. He studied law and psychology at the University of Bielefeld and, during study visits to the Universities of Cambridge (Sidney-Sussex-College) and the NUI National University of Ireland in Galway (Irish Center for Human Rights), became familiar with the Anglo-American jurisdiction and the criminal justice system of the International Criminal Court.
He completed his elective station as part of his traineeship at the New York City Police Department.

I am writing this report, after having spent 3 months at the German North Rhine Westphalia, in Bielefeld.
I cannot possibly describe my stay in the right words, in this short article, but I will be trying my best.
I have chosen Bielefeld University of Applied Sciences, after I have observed the program they have prepared, and deciding that it fits my study program at my home University the most.
In these 3 amazing months, I had the chance to do many things, starting with experiencing a new type of life, not really similar to our life at my home. So to try to describe this new-life experience, I will be listing the most important persons I've met, events I've been to, and the benefits I've gained from this visit.
Starting with the international office, that was indescribably helpful, setting us with buddies, helping us finding accommodation, opening bank accounts, assisting with paper works at the city hall, preparing all kinds of activities with other international students, helping us stabilizing at the city, taking care of us, and helping us with any problem that could occur! That's why the biggest thanks go to them. Mrs. Peltz, Mr. Ali, Mrs. Naujoks, Mrs Barbara and Luisa, and thank you from my heart.
I was appointed to be under the supervision of Dr. Prof. Doerfert, who was extremely warm-hearted,
helping me with issues that occurred when trying to prepare my thesis, enlightening me with law system in Germany, offering his assistance at any time, and mostly important, giving me the chance to give a presentation for his bachelor students, about an issue regarding the products that are manufactured in Israeli settlements, and whether they get the preferential customs treatment under the EU-Israel agreement or not. And for all of this, I assure you, you will never be forgotten! Mr.

Then, beside working on my master's thesis plan, I had also my courses to attend, I have finished 9 credits taking two courses, which were in" international business law", and "meetings and presentations", both my academic professors in charge of these courses were extremely determined

to transfer knowledge to us, students, all the informations they could by the most sufficient means! And I appreciate every little info they have enlightened us with. Thank you Dr. Schutte, Mrs. Sommer, And Mrs. Jerominek.
During my visit, I have also had the chance to visit a law firm, TOTERLOH44 located in Paderborn. This law firm has many specialized lawyers, and I had the chance to meet Mr. Detlev Stoffels, a lawyer of criminal law. He was kind enough to welcome me at his office, offering to accompany him to the court to observe the German way of applying law procedures, answering my questions regarding law matters, and all that was in fluent English! Thank you for your kindness, Mr. Stoffels!
Also, One of the most amazing things was transportation! Providing us with "Semester ticket" to
travel freely all around NRW region for free was marvelous! Back home, it takes me an hour at the best to get to my university "AlQuds university" which is located in Jerusalem the capital of Palestine, since we have to pass by many check points, and many settlements between the cities that make it difficult to move. And also having the chance to visit many surrounding countries such as Spain, The Netherlands and Denmark, was fabulous!
So this simple thing, being able to move between cities freely, and even between countries, made me feel free and alive!
And last but definitely not least .During my stay, these 3 months also gave me the chance to search for a suitable PHD Scholarship, looking for possible universities in and outside Germany, e-mailing international offices and sending inquiries to those who are responsible for scholarship call outs. Haven't yet found it, but I'm sure I will, since this visit taught me how to search in the right places, making the right decisions and getting what I need and what I want.
I cannot describe how wonderful Bielefeld was, with its kind people, family-like friends, and enchanting streets. But I hope I've showed you a glance!
Thank you NRW Scholarship for this amazing experience, for giving us the chance, for making us see what it looks like to live outside of our difficult lives ,even if it was for a short period, it was outstanding.
