The Department of Lands and Surveys has announced procedural changes affecting the deposit of Contracts of Sale in Cyprus.

Under the revised framework, purchasers are no longer separately notified by the Department regarding existing encumbrances or burdens affecting a property during the contract deposit stage. Instead, the responsibility for carrying out the necessary due diligence investigations prior to ex*****on rests increasingly with the parties involved.

The updated procedures also introduce revised application forms, additional signing requirements, and the possibility of administrative fines in cases of non-compliance following the expiry of the transitional period on 18 May 2026.

The changes are expected to contribute to a more structured and efficient examination process, while placing greater importance on pre-contractual legal and technical review.

New rental rules from July 2026 in Cyprus will introduce changes to the way certain rent payments are made.

As of 1 July 2026, certain rent payments relating to immovable property in Cyprus are expected to be settled through traceable electronic means, supporting greater transparency and tax compliance.

The new framework reflects a wider move away from undocumented cash transactions and toward payment methods that create a clear and verifiable record, such as bank transfers, card payments, or other recognised digital channels.

In addition to tax implications, the change may also reduce disputes regarding payment dates, amounts, and whether rent has been paid.

Landlords and tenants may therefore wish to review their current arrangements in advance and ensure that tenancy agreements and payment practices are aligned with the upcoming requirements.

A recent decision of the Limassol District Court provides one of the first judicial applications of pre-action disclosure under Part 31.7 of the New Civil Procedure Rules.

The Court clarified that pre-action disclosure constitutes a distinct procedural mechanism, governed by its own requirements, and is not to be used as an alternative route to other forms of relief.

Particular emphasis was placed on the requirement of materiality. Disclosure will only be granted where the documents sought are genuinely necessary for the formulation or advancement of an identifiable claim.

Where the documents form part of the dispute itself, rather than supporting it, the mechanism falls outside its permissible scope.

The decision therefore establishes a clear framework for the use of pre-action disclosure and is expected to guide its application in practice.
