Serbia's Ministry of Finance has opened public consultations on a significant package of tax law amendments.

The proposed changes, effective 1 January 2027, include the abolition of the ten-year CIT exemption for large-scale investments, as well as several employment and innovation-related reliefs. Companies that act before 31 December 2026 may still lock in existing benefits.

In parallel, Serbia is advancing EU tax harmonisation, introducing a Global Minimum Corporate Income Tax law and aligning several existing laws with EU standards.

Public consultations are open until 21 June 2026.

Our Senior Consultant Branimir Rajšić, Senior Counsel Ljubisav Stojiljković, and Junior Associate Nikola Mijailović have prepared a detailed analysis covering what changes, who is affected, and what to consider before year-end: https://www.karanovicpartners.com/news/legislation-update-expiry-of-existing-tax-incentives-eu-harmonisation-of-serbian-tax-legislation-and-introduction-of-a-top-up-tax-in-serbia/

Construction contracts in Serbia are frequently drafted using FIDIC and other foreign models, but applying them without adjusting for Serbian mandatory law can lead to outcomes the parties did not anticipate.

Our Partner Ana Luković spoke about this at a recent SCL Serbia event in Belgrade, through a lecture titled “Common Legal Misconceptions in Negotiating and Applying Construction Contracts in Serbia”.

The discussion covered tendering, price adjustment clauses, liability caps, contractual penalties, defect regimes, handover procedures and termination rights under Serbian law.

Thank you to SCL Serbia for the invitation.
