A proper regulator **creates and enforces a regulatory framework, issues licenses, and supervises licensees.**
It does not operate casinos or sell software.
Over the past three years — especially following the collapse of the Curacao licensing model — one jurisdiction has clearly emerged as the operational licensing standard.
**Anjouan.**
With **nearly 1,500 active licenses**, it is now the most widely adopted online gaming license in the world.
Experienced operators also know that relying on one jurisdiction is rarely the best long-term strategy. Increasingly we see operators pairing **Anjouan** with **Nevis** as a complementary jurisdiction.
Many licenses will come and go.
But reputable operators gravitate toward jurisdictions that prove themselves — and providers who understand the industry.
