Opinion - Immigration to Canada could be affected.

India and Canada have mutually recalled several high-ranking diplomats amidst rising tensions between the two nations. The current situation stems from allegations of Indian involvement in a Canadian criminal case, which has subsequently evolved into a serious diplomatic issue. Prime Minister Justin Trudeau has expressed concerns regarding potential Indian support for activities on Canadian soil, while India has firmly refuted these claims and raised objections to Canada’s alleged accommodation of extremist elements. This unprecedented situation has prompted discussions about the potential implications for bilateral relations, including possible effects on trade, immigration, and educational partnerships between the two countries.

In May, Canada experienced a 10.7% increase in the number of new permanent residents through its Spousal Sponsorship program compared to April, according to Immigration, Refugees and Citizenship Canada (IRCC) data. This follows a 12.6% rise in April, rebounding from a 12.8% dip in March. By the end of May, 29,445 new permanent residents were welcomed under this program, although this is 21.6% fewer than the same period last year. Ontario led with the highest arrivals, followed by significant increases in Newfoundland and Labrador, Saskatchewan, and British Columbia. Based on current trends, Canada might see 70,668 new residents under this program by year-end.

In the face of widespread labour shortages, Canadian provinces are competing with other countries and among themselves to attract and retain skilled immigrants. Catherine Xhardez, a political science professor at Universite de Montreal, highlighted this trend at the Forum sur l’integration 2024. Her study, published in the Journal of Ethnic and Migration Studies, reveals that provinces use Provincial Nominee Programs (PNP) to select skilled immigrants but face challenges in retaining them due to the freedom of movement under the Canadian Charter of Rights and Freedoms. Provinces like British Columbia, Quebec and Alberta lead in retention, while Atlantic provinces struggle.

Manitoba and Newfoundland and Labrador are ready to welcome more asylum seekers to alleviate pressure on Quebec, contingent on federal financial support.

During a meeting in Halifax, premiers discussed equitable asylum seeker distribution and federal aid. Quebec Premier François Legault seeks to reduce refugee numbers in his province, calling for relocation to other provinces. Other premiers, including Alberta's Danielle Smith and Ontario's Doug Ford, echoed similar concerns, urging Ottawa for expedited asylum assessments and support.
