Based on current trajectories and trends, the housing market in British Columbia is expected to see a “strong rebound” in 2024, according to the BC Real Estate Association’s (BCREA) forecast update released today.

But before that rebound happens, the pronounced lull that began in 2022 will continue well into 2023, with the total number of home sales across the province expected to fall by 7.1% to 75,150 units this year. Such home sale volume levels would be higher than what was experienced in 2018 and 2019.

For 2024, BCREA currently expects the total number of home sales will reach 93,025 units, representing a 23.8% year-over-year increase. Average home prices will also see a relatively modest gain of 3.1%.

“However, we expect a strong recovery, boosted by an expected decline in mortgage rates and record high immigration that will carry significant momentum into 2024.”

The federal government’s heightened immigration targets through 2025 will provide a further boost to the housing market’s recovery.

The Bank of Canada has raised its benchmark interest rate again, to 4.5 per cent.

The move was widely expected by economists as the bank tries to wrestle record-high inflation into submission.

It's the eighth time in less than a year that the bank has hiked its trendsetting rate — a move that will make borrowing money more expensive.

But at one quarter of a percentage point, it's also the smallest hike since March, and thus a sign that the bank may be done with hiking rates for the next little while.

Now the big banks prime rates to 6.7 per cent, starting Thursday.

The exact impact will depend on the loan, but in general, Wednesday's hike will add about $15 to a variable rate mortgage payment every month, for every $100,000 worth of debt. That's coming on the heels of the seven previous hikes.

Rising mortgage rates brought uncertainty and caution in 2022

After seeing record sales and prices during the pandemic, Metro Vancouver’s* housing market experienced a year of caution in 2022 due to rising borrowing costs fueled by the Bank of Canada’s ongoing battle with inflation.

The Real Estate Board of Greater Vancouver (REBGV) reports that residential home sales in the region totalled 28,903 in 2022, a 34.3 per cent decrease from the 43,999 sales recorded in 2021, and a 6.6 per cent decrease from the 30,944 homes sold in 2020.

Last year’s sales total was 13.4 per cent below the 10-year sales average.

"The headline story in our market in 2022 was all about inflation and the Bank of Canada’s efforts to bring inflation back to target by rapidly raising the policy rate. This is a story we expect to continue to make headlines into 2023, as inflationary pressures remain persistent across Canada,"

The new Home Buyer Rescission Period (“HBRP”) is now in force for residential real estate transactions in the province.

as a consumer protection measure to give home buyers time to consider whether a purchase is right for them. HBRP gives buyers the right to rescind their offer up to three business days after the offer is accepted. If a buyer changes their mind, they must notify the seller in writing before the rescission period expires; and must pay a 0.25% rescission fee to the seller.

The right to rescission cannot be waived by the buyer or the seller. The seller will receive a disclosure of the buyer’s right of rescission when an offer is made. The disclosure may be on a separate form, or included in the Contract of Purchase and Sale.
