Hello,

On Thursday, March 3, 2022, IRCC announced new immigration streams for Ukrainians who want to come to Canada temporarily or permanently as part of the Government of Canada’s response to Russia’s full-scale invasion of Ukraine.

For Ukrainians who want to come to Canada temporarily, IRCC is creating a Canada-Ukraine Authorization for Emergency Travel. There will be no limit to the number of Ukrainians who can apply. This is the fastest, safest, and most efficient way for Ukrainians to come to Canada and eliminates many of the normal visa requirements. IRCC will also quickly implement a special family reunification sponsorship pathway for permanent residence.
All Ukrainians who come to Canada as part of these measures will be eligible to apply for open work permits, making it easier for employers to quickly hire Ukrainian nationals. As previously announced, IRCC will issue open work permits to Ukrainian visitors, workers and students who are currently in Canada and cannot safely go home.

We will be sharing more information on these new temporary and permanent residence programs, including processing times, when it becomes available in the coming days and weeks.

Le jeudi 3 mars 2022, IRCC a annoncé de nouveaux volets d'immigration pour les Ukrainiens qui souhaitent venir au Canada de façon temporaire ou permanente dans le cadre de la réponse du gouvernement du Canada à l'escalade de la situation en Ukraine.

Pour les Ukrainiens qui souhaitent venir temporairement au Canada, nous créerons l'Autorisation de voyage d'urgence Canada-Ukraine. Il n'y aura pas de limite au nombre d'Ukrainiens pouvant présenter une demande. Il s'agit du moyen le plus simple, rapide, et efficace pour les Ukrainiens de venir au Canada. De plus, IRCC mettra en place une voie spéciale de parrainage de regroupement familial pour la résidence permanente.

Tous les Ukrainiens qui viendront au Canada dans le cadre de ces mesures pourront demander un permis de travail ouvert, ce qui permettra aux employeurs d'embaucher plus facilement des ressortissants ukrainiens. Comme annoncé précédemment, IRCC délivrera également des permis de travail ouverts aux visiteurs, travailleurs et étudiants ukrainiens qui se trouvent actuellement au Canada et ne peuvent pas rentrer chez eux en toute sécurité.

Government of Canada announces details for opening of 2020 Parents and Grandparents Program

October 5, 2020—Ottawa—The Honourable Marco E. L. Mendicino, Minister of Immigration, Refugees and Citizenship, today announced details for the opening of the 2020 Parents and Grandparents (PGP) Program, building further on the government’s commitment to reuniting families.

Over a 3-week period, from 12 p.m. EDT on October 13, 2020, to 12 p.m. EST on November 3, 2020, Canadians and permanent residents who wish to sponsor their parents and grandparents to come to Canada will have an opportunity to submit an interest to sponsor form online.

In order to ensure a fair, transparent and equal opportunity for applicants, Immigration, Refugees and Citizenship Canada (IRCC) will randomly select potential sponsors and send them an invitation to submit an application. Selected applicants will have 60 days to submit their application.

Accommodation is available to persons with disabilities who are unable to use the online form. They can request the interest to sponsor form in an alternative format (paper copy, Braille or large print) by contacting the IRCC Client Support Centre at 1-888-242-2100 or by email until November 3, 2020.

Given that many sponsors may have been financially impacted by the exceptional circumstances of the COVID-19 pandemic, IRCC is introducing a temporary public policy that will reduce the income requirement for the 2020 tax year to the minimum necessary income, instead of the minimum necessary income plus 30%.

The government knows how important it is for families to be together, particularly during difficult times. The launch of the 2020 Parents and Grandparents Program builds on the government’s initiatives to prioritize the approval of 49,000 family sponsorship applications by December 31, 2020, as well as last week’s announcement of a process to reunite more families and approve compassionate cases within the current border restrictions.

A maximum of 10,000 applications will be accepted for processing as part of the 2020 PGP intake. In 2021, IRCC will open a new intake of interest to sponsor forms to accept a total of 30,000 new applications.

Canada introduces exemptions to border restrictions
Beginning on Oct. 8, certain extended family members of Canadian citizens and permanent residents, and people who want to come to Canada for compassionate reasons, will be able to enter the country.

Family members who qualify include:

Individuals in an exclusive dating relationship with a Canadian citizen or permanent resident for at least one year, who have physically spent time with each other, and these individuals’ dependent children

Non-dependent children (adult children who do not meet the definition of a dependent child in the Immigration and Refugee Protection Regulations)

Grandchildren, grandparents and siblings (including half and step siblings)

Pre-arrival approval is required, with more details on the application process set to be revealed next week, and each individual must be staying in Canada for more than 15 days.

Marco Mendicino, Minister of Immigration, Refugees and Citizenship, said individuals in an exclusive dating relationship must have been dating for a period of at least one year and are required submit a notarized declaration of their relationship status to relevant authorities.

Beginning on Oct. 20, international students who are studying at a designated learning institution, that has been approved by their provincial or territorial government as having a COVID-19 readiness plan, will also be able to enter Canada.

Mendicino stressed that travellers should not make any travel plans until they have received all the necessary pre-arrival authorizations.

Anyone coming into Canada needs to following all the public health measures in place, including the 14-day quarantine requirement.

Patty Hajdu, Minister of Health, said foreign nationals coming into Canada on compassionate grounds can apply for a “limited release” from the mandatory quarantine.

She explained these “very specific” situations include being with someone you love to say goodbye at the end of their life, or a funeral or end of life ceremony. This exemption will be allowed in coordination with provincial or territorial government and must be approved before arrival.

Hajdu stressed that the COVID-19 cases in Canada, at this point, are largely related to community transmission, not travel.

Bill Blair, Minister of Public Safety and Emergency Preparedness, specified that only about two per cent of cases in Canada are related to travel.

Dr. Theresa Tam, Canada’s chief public health officer, warned the public that as many areas continue to see high COVID-19 infection rates, local public health, health care and laboratory services are “at risk of being overwhelmed."
