Ontario announces increased allocation for 2018 and reopens Human Capital Priorities Stream. Seven other Ontario Immigrant Nominee Program streams also accepting applications

The Ontario Immigrant Nominee Program (OINP) has been given the green light to nominate 6600 immigrants in 2018, an increase of 600 more than its official 2017 allocation from Canada’s federal government.

The Ontario Immigrant Nominee Program also stated that it will resume issuing Notifications of Interest (NOIs) to applicants who qualify for its Express Entry Human Capital Priorities Stream, which allows Ontario to search the federal Express Entry pool and select candidates in the Federal Skilled Worker Class and Canadian Experience Class with at least 400 Comprehensive Ranking System (CRS) points and who meet other criteria. For more information on Human Capital Priorities requirements.

Any Express Entry candidate with a provincial nomination receives an additional 600 points toward their CRS score, putting them well within reach of an invitation to apply for Canadian permanent residence.

The Human Capital Priorities Stream issued NOIs on a number of occasions in 2017, including a special opening last July that waived the requirement to have at least 400 CRS points for Express Entry candidates with work experience in a number of Information and Communications Technology-related occupations.

Anyone who receives an NOI through the Human Capital Priorities Stream now has 45 calendar days to submit their application online for provincial nomination.

Canada, Ontario to cooperate on maximizing the benefits of Immigration.

A comprehensive agreement on immigration was signed today in a ceremony at Queen's Park by the Honourable Ahmed Hussen, Minister of Immigration, Refugees and Citizenship, and the Honourable Laura Albanese, Ontario Minister of Citizenship and Immigration.

Canada’s new multi-year levels plan will see almost one million new permanent residents welcomed by the end of 2020. Ontario is the top destination for newcomers to Canada.
COIA will guide the relationship on immigration between Canada and Ontario for the next five years.

“Ontario is the top destination for new permanent residents settling in Canada each year, typically exceeding 100,000 newcomers. With the ambitious three-year levels plan we’ve established on immigration, the time is right to put a new agreement in place that defines how Canada and Ontario will work together to achieve our mutual goals.”

Canada to Welcome up to 1 Million New Immigrants by 2020

Nearly one million new immigrants will settle in Canada between 2018 and 2020, under what Immigration Minister Ahmed Hussen has labeled “the most ambitious immigration levels in recent Canadian history.”

The ambitious target has been set in the government’s new multi-year Immigration Levels Plan, which was tabled in the House of Commons on November 1. Economic migrants will make up the majority of new permanent residents admitted to Canada, with most economic newcomers set to immigrate through the Express Entry immigration selection system. Targets for the economic categories generally — as well as Express Entry specifically — will increase every year until 2020.

The move to a multi-year plan deviates from previous plans rolled out annually, which have set targets for the upcoming year. After consulting with provincial governments and the business community, Immigration, Refugees and Citizenship Canada (IRCC) moved to a longer-range forecast in order to allow stakeholders to plan for appropriate service levels and use of resources.

“This historic multi-year immigration levels plan will benefit all Canadians because immigrants will contribute their talents to support our economic growth and innovation, helping to keep our country at the forefront of the global economy,” stated Minister Hussen at a press conference in Toronto.

Under the plan, 310,000 new permanent residents will settle in Canada in 2018. This target will be increased to 330,000 newcomers in 2019, with a further 340,000 to settle in 2020.

2018 Target:-

The overall economic picture shows that Express Entry is set to be the main source of economic admissions in 2018. Family Class admissions will increase slightly compared with last year, from 84,000 to 86,000, as will the number of refugees resettled in Canada, from 40,000 to 43,000. A further 3,500 individuals are set to obtain permanent residence on humanitarian and compassionate grounds in 2018.

Saskatchewan Express Entry Reopens for 1000 new applicants.

The International Skilled Worker – Express Entry sub-category of the Saskatchewan Immigrant Nominee Program (SINP) has reopened for 1,000 new applications, presenting an opportunity for eligible candidates in the government of Canada’s Express Entry immigration pool to apply for a provincial nomination without needing a job offer.

A successful application for a provincial nomination under the SINP International Skilled Worker – Express Entry sub-category, which operates on a first-come, first-served basis, results in 600 additional Comprehensive Ranking System (CRS) points being awarded and an Invitation to Apply (ITA) for permanent residence being issued during a subsequent draw from the pool.

The last time this sub-category was in late July, when the intake of 600 new applications was filled within days — a common feature of this popular Canadian immigration category.

Professional licensure required

Saskatchewan requires certain applicants to have obtained professional licensure in order for the immigration application to be processed to completion. This process may be completed from outside Canada.

An application submitted by an individual in one of these occupations that does not include the appropriate proof of licensure may be held for processing until this is provided. All other required documentation must be included in the application, otherwise it will be returned to the applicant and the CAD $300 government processing fee may not be refunded.

Minimum Eligibility Requirements

In order to be eligible for the SINP’s International Skilled Worker – Saskatchewan Express Entry sub-category, candidates must:

Have proof of legal status, if currently residing in Canada

Have an Express Entry Profile Number and Job Seeker Validation Code

Score a minimum of 60 points out of 100 on the SINP point assessment grid.

Provide language test results from a designated testing agency that match the language level declared in the Express Entry profile

Have completed at least one year of post-secondary education or training which is comparable to the Canadian education system and which has resulted in a degree, diploma, or certificate

Have a minimum level of work experience related to their field of education or training in a highly skilled occupation (NOC 0, A, or B) that is considered to be in-demand in Saskatchewan (See in-demand occupations list above)

Have at least one of the following in the field of education or training occupation:
One year work experience in the past 10 years in a skilled profession (non-trades),
Two years work experience in a skilled trade in the past five years
or

Twelve months work experience in Canada in the past three years (trades and non-trades).
Obtain proof of eligibility for Saskatchewan licensure if their profession is regulated in Saskatchewan and requires mandatory (compulsory) certification or licensing; and
Have proof of sufficient settlement funds and a settlement plan.

“Intake periods under this SINP Express Entry sub-category are typically short, usually filling within days, and the government of Saskatchewan does not give any prior warning as to when the sub-category may reopen.

“As such, the first-come, first-served system rewards individuals who have prepared in advance and who are following Provincial Nominee Program updates regularly, as these are the people best placed to submit an application when the SINP opens its doors to Express Entry skilled workers.”
