Important Change to the IRCC Portal for Refugee Claims Starting November 3, 2026
IRCC has announced changes to the way in-Canada asylum claims are completed and submitted through the IRCC Portal. The new process takes effect on November 3, 2026. This is a change to the online submission process, rather than a change to refugee-claim eligibility requirements.
If an in-Canada refugee claim has been started but is not submitted by 11:59 p.m. ET on November 2, 2026:
• The claimant will need to answer new questions.
• Previously entered answers will need to be reviewed.
• Personal information already entered in the Portal will remain saved.
Claims fully submitted by the November 2 deadline will not require the new information unless IRCC later asks for it.
Claims started with CBSA at the border or airport
There is an additional consideration for people who made their refugee claim to CBSA and were instructed to complete the process online.
If the CBSA claim has already been linked to an IRCC Portal account but has not been submitted by the deadline, the claimant will need to answer the new questions and review existing answers, while their personal information remains saved.
However, if CBSA instructed the claimant to continue online and the claim has not been linked to an IRCC Portal account by 11:59 p.m. ET on November 2, the information originally collected by CBSA will not be carried forward. The claimant will have to link the claim and enter their personal and family information again.
Anyone with an unfinished refugee claim should review the file well before the deadline and make sure the Portal information and supporting documents are complete and accurate.
The deadline should not, however, be treated as a reason to submit an incomplete or inaccurate refugee claim simply to avoid the Portal update. Information provided during the refugee-claim process can have significant consequences throughout the claim.
