The crisis of housing affordability and supply in Canada continues to be a pressing concern, despite the efforts of various levels of government. Recent indicators suggest that the situation may be worsening.

According to a report by RBC, the percentage of Canadians able to afford a single-family home has decreased to 26%, down from 40% four years ago. The affordability of condo apartments has also declined, with only 45% of households able to afford ownership based on their income, compared to close to 60% in 2019.

Soaring interest rates and home prices have contributed to this decline in affordability, particularly in provinces like Ontario and British Columbia. In Toronto, the cost of housing now consumes 84% of a median household income, while in Vancouver, it has reached a staggering 102%.

The need for housing is further underscored by reports from the Toronto Regional Real Estate Board, which indicates that home prices remain elevated from pre-pandemic levels. Additionally, a retrospective by CMHC reveals insights into the challenges created by the crisis, including increased turnover in urban centers and a projected shortfall of 3.5 million homes by 2030.

Although efforts have been made by federal and provincial governments to address the issue, much work remains. The establishment of a new Department of Housing, Infrastructure, and Communities at the federal level, and initiatives such as the Housing Accelerator Fund and the reduction of HST on purpose-built rental construction at the provincial level, are steps in the right direction. However, collaboration between governments and the residential construction industry is essential to develop innovative solutions and address the housing crisis effectively.

The Canadian Real Estate Association (CREA) has put forth a prediction for a potential resurgence in the housing market in the coming year, contingent on the assumption that interest rates will decrease. Despite experiencing the lowest annual sales activity since 2008 last year, as per CREA's December statistics and housing forecast, the association anticipates a rebound. CREA's Senior Economist, Shaun Cathcart, highlighted the significant impact of recent interest rate fluctuations, expressing optimism for a substantial market recovery as these factors subside.

The forecast, relying on third-party assessments of projected interest rate movements, envisions a rebound year owing to lower interest rates, coupled with pent-up demand and a growing population. It anticipates a modest yet steady increase in residential property sales, with an estimated 10% rise to nearly 500,000 properties sold in 2024 across Canada. The national average home price is expected to see a 2% increase, reaching approximately $694,173. Furthermore, both prices and home sales are projected to climb further in 2025, with larger increases anticipated in the East Coast provinces and Alberta, while prices are expected to remain relatively stable in Ontario and B.C.

Acknowledging the varying dynamics across provinces, Christopher Alexander, president of Re/Max Canada, echoed the sentiment of pent-up demand driving a more robust market in the upcoming year. Economic indicators, such as Canada's GDP contraction in the third quarter of 2023, may prompt the Bank of Canada to consider rate cuts. However, challenges persist for first-time homebuyers, particularly in high-priced markets like Ontario and B.C., where qualifying for mortgages remains a hurdle.

As per the latest CREA figures, Canadian home sales unexpectedly surged in December 2023, with an 8.7% increase since November. Notably, the Greater Toronto Area witnessed a more than 20% surge in sales from November to December, albeit with a slight year-over-year decrease in the average benchmark price. Cathcart emphasized that the forecast remains relatively conservative, expressing a cautious optimism while hinting at the potential for a market surprise, given the accumulated pent-up demand and population growth.
