BIG UPDATE FOR EXPRESS ENTRY CANDIDATES

At , Ted Gallivan, Deputy Minister of Immigration, confirmed that Phase 1 of the proposed Express Entry reforms is expected to be implemented within this calendar year through Ministerial Instructions.

This is significant because Ministerial Instructions can be introduced much faster than regulatory changes, meaning some reforms may take effect well before the broader legislative framework expected around 2027.

What does this mean for applicants?

โœ… Changes are coming.

โœ… Some reforms could take effect this year.

โœ… We are still waiting for details on exactly which measures will be implemented first.

For now, Express Entry candidates should continue focusing on strengthening their profiles through language scores, education, work experience, provincial nominations, and category-based selection opportunities while we await further announcements from IRCC.

Effective May 19, 2026, certain unaccompanied minor refugee claimants may be exempt from specific refugee claim ineligibility provisions, allowing their claims to be considered through Canadaโ€™s refugee determination process.

This update reflects Canadaโ€™s continued commitment to ensuring that vulnerable children and youth have access to a fair and compassionate assessment of their protection needs.

๐Ÿšจ IMPORTANT EXPRESS ENTRY UPDATE

IRCC has acknowledged that some candidates may not have received invitations during the French-language proficiency Express Entry draw held on May 28, 2026 (Draw #418).

According to IRCC:

โœ… The issue has been identified
โœ… The situation is currently under review
โœ… Further updates will be provided if necessary
โœ… No action is required from affected candidates at this time

If you were expecting an invitation under this draw, remain patient and continue monitoring your Express Entry profile and official IRCC communications.

At this stage, IRCC has not confirmed how many candidates were affected or what corrective measures may follow, but it is encouraging to see the issue being actively reviewed.

๐Ÿšจ THE BIGGEST IMMIGRATION MYTH IS COSTING PEOPLE THEIR STATUS

One of the most misunderstood rules in Canadian immigration is the โ€œ90-day restoration period.โ€

Many people believe:

โŒ โ€œMy permit expired, but I still have 90 days, so Iโ€™m fine.โ€

Not exactly.

Here is what you need to know:

โœ… Restoration is an opportunity to ASK IRCC to restore your status.

โŒ It is NOT a 90-day extension.

โŒ It does NOT automatically make you legal.

โŒ It does NOT automatically allow you to continue working or studying.

A simple example:

If your work permit expires today and you did not submit an extension application before expiry, you may be eligible to apply for restoration within 90 days.

However:

๐Ÿšซ You generally cannot continue working simply because you are within the restoration period.

๐Ÿšซ Restoration is different from maintained status.

MAINTAINED STATUS:
โœ” Application submitted BEFORE expiry
โœ” May continue authorized activities if eligible

RESTORATION:
โœ– Application submitted AFTER expiry
โœ– Must stop activities until authorization is restored

Another common mistake:

Many people think they can leave Canada and return later while restoration is in progress.

Travel can create significant complications and should never be assumed to be risk-free.

My RCIC take:

The 90-day rule is not a safety net that keeps your status alive.

It is simply a limited opportunity to request that IRCC restore lost status.

โœˆ๏ธ CANADA JUST MADE TRAVEL EASIER FOR ELIGIBLE TRAVELLERS FROM INDONESIA AND MALAYSIA

Canada has expanded eTA eligibility for certain travellers from Indonesia and Malaysia, making it easier for eligible visitors to travel to Canada by air.

What is an eTA?

An Electronic Travel Authorization (eTA) is a travel document that allows eligible foreign nationals to board a flight to Canada without first obtaining a visitor visa.

Why is this important?

โœ… Faster application process

โœ… Lower cost compared to a traditional visitor visa

โœ… Convenient online application

โœ… Easier travel for tourism, family visits and business trips

Who may benefit?

๐Ÿ‡ฎ๐Ÿ‡ฉ Eligible citizens of Indonesia

๐Ÿ‡ฒ๐Ÿ‡พ Eligible citizens of Malaysia

However, not everyone will automatically qualify. Travellers must still meet IRCCโ€™s eligibility requirements for eTA issuance.

This update reflects Canadaโ€™s continued efforts to strengthen travel, tourism and business connections across the Indo-Pacific region while maintaining border security.

My takeaway:

This is a positive facilitation measure that makes travel to Canada easier for many eligible visitors while supporting stronger international connections and economic growth.

As always, eligibility matters. Before booking your trip, make sure you understand whether you qualify for an eTA or still require a visitor visa.

IRCC has quietly updated the operational instructions for RCIP & FCIP applicants applying for the C15 LMIA-exempt work permit ๐Ÿ‡จ๐Ÿ‡ฆ

And one clarification is VERY important ๐Ÿ‘€

๐Ÿ“Œ Applicants applying FROM OUTSIDE Canada:
IRCC now clearly requires an
Acknowledgement of Receipt (AOR)
as documentary evidence.

BUT ๐Ÿ‘‡

๐Ÿ“Œ Applicants applying FROM INSIDE Canada:
IRCC confirms that other proof showing the PR application was submitted may also be accepted.

This can include:
โœ… submission confirmation
โœ… portal confirmation
โœ… fee payment confirmation
โœ… other proof showing the PR application has been filed

This is a major clarification because many applicants were waiting for the AOR before considering the work permit application.

IRCC has also updated:
โœ” work permit renewal instructions
โœ” processing guidance
โœ” documentary evidence requirements

The update appears aimed at:
๐Ÿ‡จ๐Ÿ‡ฆ improving clarity
๐Ÿ‡จ๐Ÿ‡ฆ smoother processing
๐Ÿ‡จ๐Ÿ‡ฆ reducing confusion for officers and applicants

โš ๏ธ Important:
This does NOT remove eligibility requirements.
Applicants still need:
โœ” valid community recommendation

But operationally, this clarification could help certain inside-Canada applicants apply sooner instead of waiting for the formal AOR.

A significant update emerged from NCIC 2026 this week.

Canadaโ€™s Deputy Minister of Immigration, Ted Gallivan, confirmed that Phase 1 of the Express Entry reforms is expected to be implemented within this calendar year.

What makes this important?

Unlike broader regulatory reforms that may take years to implement, certain changes can be introduced through Ministerial Instructions, allowing the government to move much faster.

At this stage:

โœ… Initial reforms are expected in 2026

โœ… Some changes may be implemented through Ministerial Instructions

โœ… Additional regulatory reforms are anticipated in 2027

What we do NOT know yet:

โ“ Which specific Express Entry changes will be introduced first

โ“ When exactly the Ministerial Instructions will be released

โ“ How candidates currently in the pool may be affected

The direction, however, is becoming increasingly clear.

Canada continues to move toward an immigration system that places greater emphasis on economic priorities, labour market needs, targeted selection and long-term sustainability.

My advice?

If you are currently in the Express Entry pool or planning to enter it soon, this is not the time to delay.

Make sure your profile is complete, your language scores are maximized, and your supporting documents are ready.

When major policy changes arrive, preparation often becomes the difference between receiving an invitation and missing an opportunity.

IRCC has updated its operational instructions regarding open work permits for spouses and common-law partners of certain healthcare workers in Quebec ๐Ÿ‡จ๐Ÿ‡ฆ

Before anyone gets too excited, this is NOT a new immigration program.

However, it is an important update because IRCC has clarified how officers should assess these applications and what evidence should be reviewed.

Hereโ€™s what was updated ๐Ÿ‘‡

โœ… Eligibility requirements clarified

IRCC updated the instructions to better define who may qualify under this public policy and what conditions must be met.

โœ… Documentary evidence clarified

The updated guidance provides clearer instructions regarding the documents officers should review when assessing eligibility.

โœ… Processing instructions updated

IRCC has refined officer guidance to improve consistency and clarity during application processing.

โœ… Work permit duration and renewals clarified

The instructions now provide clearer information regarding permit validity periods and renewal considerations.

โœ… Admissibility guidance updated

IRCC also updated internal instructions regarding admissibility assessments for these applications.

Why does this matter?

Important:

Ontario is expected to introduce significant operational changes to the Ontario Immigrant Nominee Program (OINP) beginning May 30, 2026. ๐Ÿ‡จ๐Ÿ‡ฆ

While we are still awaiting official implementation details, discussions shared at the NCIC Conference suggest that important changes may be coming for both candidates and employers.

Here is what we know so far:

โš ๏ธ Existing EOIs that have NOT received a Notification of Interest (NOI) or Invitation to Apply (ITA) may be automatically withdrawn during the transition.

๐Ÿ“ง Candidates affected by the transition are expected to receive communication directly from OINP.

๐Ÿข Employers do NOT appear to need to register again in the Employer Portal. However, employers may still need to create new job offers under the updated framework.

๐Ÿ†• Candidates may be required to submit fresh EOIs under revised eligibility and attestation requirements.

โœ… Applications already submitted before the transition are expected to continue under the rules that existed at the time of submission.

What does this mean?

If you currently have an active EOI in the OINP system and have not yet received an NOI or ITA, now is the time to pay close attention to your email and OINP updates.

At this stage, these changes are based on information shared during industry discussions. We are waiting for OINP to release formal implementation details and operational guidance.

As soon as Ontario publishes official instructions, I will break them down in simple language.
