What’s New & Important
The cap limits how many study permits are approved per province — not all applications will be processed once the quota is filled.
Most applicants must now submit a Provincial or Territorial Attestation Letter (PAL/TAL) confirming a spot within that province’s allocation.
Apply early — once provincial quotas are reached, additional applications may be returned unprocessed.

Pre-Requisite / Pathway Programs
Students enrolling in prerequisite or pathway programs (such as language or foundation programs required before their main course) are generally counted under the cap, unless they qualify for a specific exemption. This means admission alone does NOT guarantee eligibility to apply.

Extensions Inside Canada
Good news!

Important Update for International Graduate Students: PAL No Longer Required for Master’s & PhD at Public Universities (2026)

Immigration, Refugees and Citizenship Canada (IRCC) has introduced a major update to the study permit process for graduate students.
Effective January 1, 2026, students applying to Master’s or PhD programs at public Designated Learning Institutions (DLIs) in Canada are no longer required to submit a Provincial Attestation Letter (PAL) with their study permit application.
What does this mean for applicants?
• No PAL needed for Master’s or PhD programs at public universities
• These applications are also exempt from the federal study permit cap
• This reduces administrative barriers and improves processing stability for graduate applicants
Who is still required to submit a PAL?
• Students enrolling in private institutions
• Students in college-level, diploma, or certificate programs
• Some non-degree or pathway programs, depending on the institution
Important Note:
