Canada has announced its 2026–2028 Immigration Levels Plan

Canada plans to welcome 380,000 permanent residents each year from 2026 to 2028.

The plan also includes:

✅ Faster permanent residence processing for about 115,000 protected persons in Canada
✅ A pathway to help up to 33,000 temporary workers transition to permanent residence
✅ Fewer new international students and temporary residents
✅ More focus on skilled workers, provincial nominees and French-speaking immigrants

Important: The government has not yet published the eligibility requirements or application process for the new temporary-worker initiative. More details are expected.

If you are a permanent resident (refugee and family reunification categories) and you have an undeclared family member, you have until September 10, 2026, to send an application for their sponsorship.

In simple terms, an applicant for permanent residency should declare all their accompanying and non-accompanying family members (spouse, children, grandchildren, parents) when they submit their PR application. If they don't, they will be barred from sponsoring them after becoming a permanent resident.

This public policy, which expires on September 10, 2026, allows for those undeclared family members to be sponsored.

In a spousal sponsorship application, it is the applicant’s responsibility to establish the genuineness of the relationship. The officer reviewing the application must be satisfied that the relationship was not entered into primarily for immigration purposes. So, you should provide as many supporting documents as possible, such as proof of a relationship, financial support, emotional interdependence, and evidence of a natural evolution in your relationship.

By the way, no online or distance marriage is accepted. You and your spouse must be physically present at your marriage ceremony.

The bottom line: You know your marriage is genuine and is based on love and mutual commitment. That's not enough to sponsor your spouse. It is your responsibility to convince the immigration officer of the same fact - not by words, but by evidence.
