Before Covid-19 hit, Canada had the fastest increasing population of any G-7 country, and immigration accounted for nearly all of that expansion. However, due to border restrictions and a decrease in services, immigration plummeted by half last year.

To compensate for the losses, Canada expanded immigration during the next three years. In 2021, Canada hopes to approve 401,000 new permanent citizens, including 90,000 previously ineligible temporary residents.
