Currently, Ontario’s reimbursement approach only covers some growth-related costs after the fact, and it leaves developers carrying a lot of financial risk. There’s a real opportunity here for a made-in-Ontario district financing model—one that could allow these big, long-term infrastructure investments to be paid off over time, with clear municipal oversight and transparent levies tied directly to the properties that benefit. This wouldn’t replace the need for planning reform or better construction financing, but it could help more projects actually get built, opening the door for more families to find a place to call home.
