Overview of the document covering key housing priorities, political background, questions for candidates, and recommendations for trades education
Key Housing Priorities for the 2024 BC Election

Housing supply and cost of living are top-of-mind issues for BC voters.
The political landscape in BC consists of left-leaning NDP, right-leaning Conservative Party, and environmentally conscious Green Party.
Some parties have yet to publish their housing platforms, making it crucial for voters to ask questions to assess which party aligns with their priorities.

Questions for Political Candidates

Housing Affordability: Addressing causes of high housing prices and restoring affordability.
Collaboration Between Governments: Creating better coordination between different levels of government.
Trades Education: Expanding trades education to attract more qualified workers.
Tax Reform: Considering significant tax reform to bring down housing costs.
BC Economy: Discussing economic outlook and strategies for growth.

Expansion of Provincial Trades Education, Funding, and Facilities

The gap between new housing creation and population growth in BC is widening.
Skilled trades shortage and insufficient productivity are major barriers to building new homes.
BC lacks trades investment, leading to skilled tradespeople leaving the province.
Recommendations include reviewing trades training, increasing support for trades education, and expanding scholarships and incentives for trades training.

Dear Friends,

My name is Teresa Chiang, a realtor with Jovi Realty.

I moved to Vancouver from Taiwan in 2002 and became a realtor in 2011. During these years, I personally buy & sell real estate many times and help friends, clients with their needs to find a home for living or investment or sell their home for a bigger house or other reasons.

Since the government accepts so many new immigrants and temporary residents, the population has increased around 10 millions in the past 20 years, while the benchmark price for single family house is $396,780 in January 2003 but is $2,062,600 in May 2024, like 5 times increase in price.

But the government also announced or implemented several new taxes on real estate, including new Capital Gain tax rule, flipping tax (provincial & federal), speculation tax, home empty tax, the annual property tax, etc.

If you are holding several properties, thought property tax is too high, want to relocate, downsize in the near future, please respond to this email or call me at 6046002768. Let me help you sell your house, get some cash and plan for a vacation or doing some fun stuff.

Hope you have a wonderful day.

BC PNP PATHWAYS
The BC Provincial Nominee Program offers three ways to become a permanent resident in B.C. Each pathway contains different categories you can apply under, depending on your National Occupational Classification skill level, job, or international student status.

Skills Immigration
Skills Immigration is for skilled and semi-skilled workers in high-demand occupations in B.C. It uses a points-based invitation system. The process involves registering and applying online for the BC PNP and a paper application process for permanent residency.

You may not need prior work experience for some categories. Skilled workers may have work experience from abroad. Entry Level and Semi-Skilled category applicants need B.C. work experience. Recent international graduates of a Canadian university or college may not need any work experience, depending on the job being offered.

Express Entry BC
Express Entry BC is a faster way for eligible skilled workers to immigrate to B.C. You must also qualify for a federal economic immigration program. It uses a points-based invitation system, and is an entirely web-based registration and application process for both the BC PNP and permanent residency process.

You do not require B.C. work experience. However, you must have relevant work experience as well as meet other requirements such as education and language.

Entrepreneur Immigration
The Entrepreneur Immigration stream is for experienced entrepreneurs who want to actively manage a business in B.C. It is a points-based invitation system. Applicants must have the required personal and investment funds.

The Entrepreneur Immigration – Regional Pilot is for entrepreneurs who want to start a new business in participating regional communities across B.C.

Government of Canada introduces further restrictions on international travel
From: Transport Canada

News release
January 29, 2021 Ottawa Government of Canada

The Government of Canada continues to take unprecedented action to protect the health and safety of Canadians by introducing measures to prevent further introduction and transmission of COVID-19 and new variants of the virus into Canada.

Today, the Government of Canada announced new rules on international travel, in addition to the multi-layered approach on COVID-19 already in place. The government and Canada’s airlines have agreed to suspend all flights to and from Mexico and Caribbean countries until April 30, 2021. This will be in effect as of January 31, 2021.

Further, effective midnight (11:59 PM EST) February 3, 2021, in addition to proof of a negative pre-departure test, Transport Canada will expand the existing international flight restrictions which funnel scheduled international commercial passenger flights into four Canadian airports: Montréal-Trudeau International Airport, Toronto Pearson International Airport, Calgary International Airport, and Vancouver International Airport. The new restrictions will include scheduled commercial passenger flights arriving from the United States, Mexico, Central America, the Caribbean and South America, which were exempted from the previous restriction. Private/Business and charter flights from all countries will also be required to land at the four airports. Flights from Saint-Pierre-et-Miquelon and cargo-only flights will remain exempt.

As soon as possible in the coming weeks, all air travellers arriving in Canada, with very limited exceptions, must reserve a room in a Government of Canada-approved hotel for three nights at their own cost, and take a COVID-19 molecular test on arrival at their own cost. More details will be available in the coming days.

The Government of Canada will introduce a 72-hour pre-arrival testing requirement (molecular test) for travellers seeking entry in land mode, with limited exceptions such as commercial truckers. In addition, we continue to collaborate with partners in the United States to strengthen our border measures and keep our countries safe.

To ensure travellers’ awareness and compliance with quarantine requirements, the Public Health Agency of Canada (PHAC) is working with security companies to help complete compliance checks for travellers arriving in Canada. Employees of these companies were trained by PHAC and authorized as Screening Officers under the Quarantine Act. These Screening Officers will visit travellers’ quarantine locations to establish contact, confirm identity and confirm that travellers are at the place of quarantine they identified upon entry into Canada. These new officers will conduct visits in 35 cities across the country, starting in Montréal and Toronto.

Quotes
“The safety of the travelling public and the transportation industry are top priorities. Our government continues to strongly advise against non-essential travel outside Canada, and has implemented many measures to protect the health of Canadians in our transportation system. The expansion of the flight restrictions is based on decisive, public health rationale from the Public Health Agency of Canada to further protect Canadians from the health impacts of COVID-19.”

The Honourable Omar Alghabra
Minister of Transport

“No one should be travelling right now. Each of us has a part in keeping our communities safe, and that means avoiding non-essential travel, which can put you, your loved ones, and your community at risk. The new measures announced today will be an important tool for protecting our communities, and increasing our compliance and enforcement capacity will help us keep all Canadians safe from COVID-19.”

The Honourable Patty Hajdu
Minister of Health

“We continue to enhance the already very strong border measures that were put in place since March 2020. Today’s announcement further strengthens these measures and will help prevent the spread of COVID-19. We are working with provinces, territories and the United States to explore ways to keep us safe while ensuring the flow of essential goods and services remains uninterrupted.”

The Honourable Bill Blair
Minister of Public Safety and Emergency Preparedness

“As new variants emerge, now more than ever, Canadians should be staying home. For their health and that of their loved ones, Canadians should only be considering travel if it is absolutely essential. With school breaks around the corner, I take this opportunity to remind Canadians that under no circumstance should anyone be planning travel for leisure.”

The Honourable Marc Garneau
Minister of Foreign Affairs

Quick facts
Travellers entering Canada have a responsibility to make suitable arrangements for mandatory quarantine, which begins on the day they enter Canada. They are also required to submit COVID-19 related information electronically daily.

Failure to provide accurate information is an offence under the Quarantine Act. In addition, violating any quarantine or isolation instructions provided to travellers by a Screening Officer or quarantine officer when entering Canada is also an offence under the Quarantine Act and could lead to serious penalties, including six months in prison and/or $750,000 in fines.

PHAC currently contacts more than 6,500 travellers each day through phone calls, which verify their compliance with the mandatory isolation order.

As of January 26, 2021, 99% of the 48,682 interventions by law enforcement have resulted in compliance by travellers. However, in a minority of cases, verbal warnings, written warnings, tickets, and charges have been issued.

The Government of Canada is working directly with Aéroports de Montréal to offer voluntary testing on-site at the Montréal-Trudeau International Airport for arriving international travellers who wish to take a test before leaving the airport. This testing pilot project is in addition to those at Toronto’s Pearson International Airport and the Calgary International Airport.

Canada’s minister of immigration, Marco Mendicino, made two announcements on changes to the Rural and North Immigration Pilot (RNIP) on December 14.

Applicants no longer need to have accumulated work experience over a continuous period of time. Instead, Canada will count the work experience requirement if it was completed within the three years preceding the application. One year of eligible work experience is still required for the program, but having breaks in employment does not make someone ineligible for the program. This applies to all who have already applied for the pilot, as well as those who apply in the future.

Also, Immigration, Refugees and Citizenship Canada (IRCC) is also allowing RNIP applicants who are waiting for a decision on their permanent residence application to apply for a work permit without being penalized due to processing delays. This temporary measure applies to people who are going through the process during the pandemic.

Despite these changes, applicants will still need to meet the admissibility and program requirements of the RNIP in order to immigrate to Canada through the pilot.

Find out if you’re eligible for Canadian immigration

The RNIP allows certain rural communities in Canada to offer pathways to permanent residency for skilled workers. Participating communities are allowed to set their own eligibility requirements based on their local labour market needs.

“The Rural and Northern Immigration Pilot, and other pilots, are helping to get the workers we need to places like Sault Ste. Marie, where we need them,” Mendicino said. “We’re going to continue working to ensure that the benefits of immigration are felt in cities and towns across our country.”

There are 11 rural communities participating in the pilot including:

North Bay, Ontario;
Sudbury, Onatario;
Sault Ste. Marie, Ontario;
Timmins, Ontario;
Thunder Bay, Ontario;
Brandon, Manitoba;
Altona/Rhineland, Manitoba;
Moose Jaw, Saskatchewan;
Claresholm, Alberta;
Vernon, British Columbia; and
West Kootenay, British Columbia.
