The PEQ is open again. 🍁

On July 9, MIFI walked immigration consultants through the reopened program. Most rules stand as written. A few needed unpacking. Here's the plain version, and the two things people keep getting wrong: your status, and your French.

📍 STATUS — differs by stream

Graduate: be in Quebec on legal status when you apply and through processing. Visitor, study, or work permit all count. No job required, ever.

Worker: a work permit, plus full-time paid work in a skilled job (TEER 0, 1, 2, or 3) in Quebec. Open or closed permit doesn't matter.

The part that makes everyone lose their sleep: this condition doesn't end when you apply. It holds from the day you submit until Quebec issues your CSQ, often months later. Lose the job mid-review and the file is at risk.

Consultants pushed back on this at the briefing, and fairly. Life happens. MIFI isn't moving on it. So we play it by the book: prepare thoroughly, and strategize to keep your status and employment intact all the way to the CSQ.

🗣️ FRENCH — on the Échelle québécoise

Graduate: speaking and listening 7, reading and writing 5.
Worker: speaking and listening 7, no writing.
Spouse or partner: speaking and listening 4, nothing written.

Not everyone sits a test. You can skip it with three full years of study entirely in French, in Quebec or abroad. Graduates get one more route: a Quebec program at least 75% in French. A Quebec professional order permit, or the OQLF exam for it, also works. Otherwise, an accepted test.

⏳ THE WINDOW

This first intake is open now and closes October 31, 2026. Later periods may follow, but nothing is promised. If you're eligible, don't second-guess. Get your file ready, and build a strategy to protect your status and your job all the way to the CSQ.

For many, after years in Quebec, this is their one real shot at staying. Don't waste it. Immigration is expensive. Having to leave Canada, and everything you've built here, costs far more.

"Canadians are born all over the world. Some of us just take a little longer to get here."

This is my younger self with my three-year old in my first year as a permanent resident in Canada. Newly arrived, learning the rhythm of a country that felt like home. I fell for it from day one. Nineteen years later, that love has only deepened, the way a good long relationship does.

No, it is not perfect. No place is. But the care it showed me, the opportunities it gave me and the doors it opened up for me and for so many people around me, leave me more grateful and more proud than I know how to say.

This is a young country, and a steady one. Nearly a quarter of the people here were born somewhere else, in hundreds of different countries, and that openness is part of what makes it what it is.

Canada gave me room to cherish my roots more, not less, and to build a life that is my own blend of both. It let me keep what suits me and grow into what matters. That is a rare kind of welcome.

Canada welcomed me and gave me more than I ever thought to ask for. Saying "I'm from Canada" feels good wherever I go. It helped me create a life I could not have pictured when this photo was taken.

To my fellow Canadians, happy Canada Day!

IRCC has completed its review of citizenship certificates issued under Bill C-3. Here is what happened, and what it means for anyone building a citizenship-by-descent file.

→ The review is finished. It covered roughly 6,500 C-3 citizenship-by-descent applications received to date.

→ It began with 100 certificates flagged in early June for thin supporting documentation. Those were suspended while IRCC verified entitlement.

→ 33 were reinstated once the legal requirement was confirmed. 67 remain open, about 1% of all C-3 certificates issued so far. IRCC is contacting those clients directly and expects to finish within days.

→ IRCC named the cause: guidance on acceptable documentation was unclear, for its own officers and for applicants. Some certificates went out without enough evidence. That guidance has now been tightened.

Entitlement to proof of citizenship has to hold up under review, and that takes primary-source civil records, birth, marriage, and death, from the issuing authority. Genealogy sites and family trees are a starting point, not proof.

📢 Bill C-3 update: where citizenship by descent stands now.

At a press conference after the immigration ministers' meeting, Minister Diab confirmed three things:

→ New descent applications aren't being finalized for now.

→ Every approval under the new law is being reviewed.

→ Anyone already in Canada keeps their status and can keep working.

The question comes down to evidence.

📝If you received a surrender letter:

This is not a revocation. It's an administrative review — a stage to gather evidence and substantiate your claim, not a final word. You must respond with stronger records.

📌Your rights and the rules:
→ The burden of proof is on you, the applicant — you establish the lineage.

→ The standard is the balance of probabilities: your claim has to be more likely true than not.

→ Primary sources carry the weight. IRCC wants records from the original authority — birth, marriage, death records from vital statistics, a civil registry, or a provincial archive. Instructions aren't fully spelled out yet, but certified copies from vital records departments and archives are the gold standard.

→ Secondary sources still count when an original truly doesn't exist — certified baptismal, census, hospital records — confirmed acceptable by IRCC in May 2026 when properly sourced.

❗If you're planning to apply:

→ This is your cue to consider representation or a file review. These applications are evidence-heavy and leave no room for interpretation. You have to show an officer substantial, documented proof of your lineage to a Canadian ancestor — through primary sources, generation by generation.

📢 Canada's immigration ministers met today. Here's what it means for you.
The federal government sat down with every province and territory. Immigration is a job they share, so they meet to line up priorities.

Minister Diab opened with the government's recent numbers. Compared to 2024, the number of temporary workers and students coming in is down 73% this year. Asylum claims are down 63%. And the number of people living in Canada on a temporary basis has dropped for 18 months straight. The message: bring the system back to a size the country can handle.

She also said permanent residence is now aimed at specific groups — health workers, people who build homes, researchers, and skilled workers.

The provinces had one clear ask: a bigger say in who they bring in, so it fits the jobs their own region actually needs. The tools they pointed to are the programs that let a province nominate the immigrants it wants — the Provincial Nominee Program, and the Atlantic version of it. They want those programs steadied and restored after recent cuts.

On sharing asylum seekers across provinces — a long-running concern for Quebec — nothing was decided yet.

Quebec is reopening family sponsorship on July 2nd, 2026.

The rules changed. Here's what you need to know.

15,700 spots through June 2028. Spouses and common-law partners came out ahead — 13,300, up from 10,400. Parents and grandparents have 2,400, slightly fewer than before.

The door's open, but not forever.

The big shift is the timing. There's a calendar now, and it ties your application to the date IRCC issued your acknowledgement of receipt. The logic is simple: the longer you've waited federally, the sooner Quebec lets you in.

Recent citizenship-by-descent cases have highlighted a reality many applicants underestimate: having a Canadian ancestor is only the starting point. Proving entitlement to Canadian citizenship requires evidence, and the burden of proof rests with the applicant.

If you are applying for citizenship by descent, pay close attention to three key elements:

1️⃣ A complete lineage

You must be able to demonstrate a clear, documented link to your Canadian ancestor at every generation. Any missing connection in the family chain can create problems for the application.

2️⃣ Primary source documents

Family trees, genealogy websites, and ancestry records may help with research, but they are not proof. Citizenship claims must be supported by official civil records issued by the relevant government authorities, such as birth, marriage, and death certificates.

3️⃣ Proof of the Canadian ancestor's status

You need official evidence that your ancestor was Canadian. This typically means a Canadian-issued birth certificate or other official Canadian records establishing their citizenship status.

A well-prepared citizenship application is about presenting a complete, credible, and verifiable chain of evidence from one generation to the next.

Canadian citizenship is the ultimate status in Canada. Proving you have it requires rigorous and thorough preparation.

The PEQ reopens July 2. For many people already settled in Quebec, it may be their only realistic chance at permanent residence. No points, no draw.

This one is for workers. (Graduates, your breakdown is next.)

Here's what actually has to line up, straight from the official documents:

1️⃣ Experience. Two years of work in Quebec in a NOC 0 to 3 job, gained within the three years before November 19, 2025. Your NOC level comes from what you actually did day to day, not your job title. This is where a lot of files quietly fall apart.

2️⃣ French. You prove it with a recognized test. For workers, only oral competency counts, at level 7. An accompanying spouse needs oral level 4.

3️⃣ Where you are now. On the day you apply, you have to be in Quebec and holding an eligible job. If you've left Quebec, that doesn't disqualify you but you'll need to come back and be working in an eligible role when you apply.

One thing most coverage skips: "every file submitted on time will be reviewed" sounds open-ended, but the spots are not. Quebec admits only around 29,000 economic immigrants a year, and the PEQ shares that ceiling with the points-based PSTQ. By current estimates, roughly half of it, somewhere in the range of 8,000 to 14,000 places.

The first round alone is expected to draw thousands of applications, and realistically many more than there is room for. There's no draft and no second pass: once a file is in, it isn't returned for corrections.

A complete, accurate file is what protects you.

If your situation has gaps or anything non-standard — several employers, a job change, an NOC that doesn't match your title — get it reviewed before you submit or get full legal epresentation. That's the work I do.

В это было трудно поверить, но это произошло. PEQ возвращается.

10 июня министерство иммиграции Квебека объявило о возобновлении программы PEQ, закрытой в ноябре 2025 года. Тогда закрытие выглядело окончательным: министр называл программу «похороненной», а единственным путём к постоянной резиденции остался балльный PSTQ. Понадобились протесты в нескольких городах, петиция в Национальную ассамблею и смена правительства, чтобы программа вернулась. Теперь это факт: приём заявок открывается 2 июля и продлится до 31 октября 2026 года.

📌 Вопросы остаются

Возвращение PEQ не добавило ни одного нового места: Квебек по-прежнему принимает около 29 000 экономических иммигрантов в год, и PEQ будет делить эту квоту с PSTQ. Для сравнения: на начало 2026 года в Квебеке находилось более полумиллиона временных резидентов — работников, студентов и просителей убежища. Как все желающие впишутся в эти цифры и сколько продлится ожидание — вопрос, на который объявление не отвечает. Шестимесячный срок обработки, действовавший раньше, официально не возобновлён. Но дверь открыта, и это главное.

Если вы в Квебеке, с квебекским дипломом или с двумя годами опыта работы здесь, это ваш шанс. Особенно если баллы PSTQ оказались для вас недосягаемыми.

📋 Коротко о программе

PEQ — путь к постоянной резиденции без баллов и конкурса для тех, кто уже живёт в Квебеке. Соответствие оценивается на 19 ноября 2025 года, дату закрытия программы, а не на дату подачи.

Выпускники: диплом, полученный в Квебеке, — бакалавриат, магистратура, докторантура, технический DEC или DEP не менее 1800 часов.

Работники: два года опыта работы в Квебеке по профессии уровня NOC 0, 1, 2 или 3.

Требование учиться на французском отменено, но знание языка проверяется при отборе: устный уровень 7 для всех, письменный 5 для выпускников.

Для подачи необходимо находиться в Квебеке.

⚠️ Где досье чаще всего рассыпаются

Код NOC не совпадает с реальными обязанностями.
Перерывы в работе и неполная занятость сокращают засчитанный опыт.
Часы диплома посчитаны не так, как считает министерство.
Письма работодателей расходятся с талонами оплаты.
Новые формы появятся на сайте министерства 17 июня; заявки на старых формах не принимаются.
