The PEQ is open again. 🍁
On July 9, MIFI walked immigration consultants through the reopened program. Most rules stand as written. A few needed unpacking. Here's the plain version, and the two things people keep getting wrong: your status, and your French.
📍 STATUS — differs by stream
Graduate: be in Quebec on legal status when you apply and through processing. Visitor, study, or work permit all count. No job required, ever.
Worker: a work permit, plus full-time paid work in a skilled job (TEER 0, 1, 2, or 3) in Quebec. Open or closed permit doesn't matter.
The part that makes everyone lose their sleep: this condition doesn't end when you apply. It holds from the day you submit until Quebec issues your CSQ, often months later. Lose the job mid-review and the file is at risk.
Consultants pushed back on this at the briefing, and fairly. Life happens. MIFI isn't moving on it. So we play it by the book: prepare thoroughly, and strategize to keep your status and employment intact all the way to the CSQ.
🗣️ FRENCH — on the Échelle québécoise
Graduate: speaking and listening 7, reading and writing 5.
Worker: speaking and listening 7, no writing.
Spouse or partner: speaking and listening 4, nothing written.
Not everyone sits a test. You can skip it with three full years of study entirely in French, in Quebec or abroad. Graduates get one more route: a Quebec program at least 75% in French. A Quebec professional order permit, or the OQLF exam for it, also works. Otherwise, an accepted test.
⏳ THE WINDOW
This first intake is open now and closes October 31, 2026. Later periods may follow, but nothing is promised. If you're eligible, don't second-guess. Get your file ready, and build a strategy to protect your status and your job all the way to the CSQ.
For many, after years in Quebec, this is their one real shot at staying. Don't waste it. Immigration is expensive. Having to leave Canada, and everything you've built here, costs far more.
