Global Talent Stream ≠ Global Skills Strategy. 🇨🇦

The names are similar. Their roles are not.

The Global Talent Stream (GTS) is an LMIA pathway within the Temporary Foreign Worker Program for eligible employers hiring certain highly skilled foreign workers.

The Global Skills Strategy (GSS) is broader and includes faster work permit processing measures for certain eligible and complete applications.

Can one hiring situation involve both? Yes, in some cases.

But they are not interchangeable.

Before deciding on a pathway, employers should consider the occupation, candidate, company and whether an LMIA is required.

Choosing an option simply because it sounds “fast” can be the wrong strategy if the eligibility requirements don’t fit.

A higher salary or better position may look like the right career move—but how does it fit into your immigration strategy?

Not every Canadian job will necessarily support the permanent residence pathway you are pursuing.

Your occupation and NOC, province, work permit conditions, and intended immigration program can all be important factors.

And if you hold an employer-specific work permit, you cannot simply switch employers under the same conditions. You generally need to apply for a new employer-specific permit, although eligible workers may be able to request authorization to begin the new job while IRCC processes the application.

Before making a career move, assess both sides of the decision: employment and immigration.

Your work permit may not let you work for any employer. ⚠️

A valid Canadian work permit can still include important restrictions.

An open work permit generally allows employment with most eligible employers. An employer-specific work permit may limit you to the company, occupation, location and period listed on the document.

Thinking about changing jobs?

A new offer does not automatically give you permission to start working. You may need to apply for a new employer-specific permit and, when eligible, request interim authorization from IRCC.

You must wait for written authorization before beginning the new position.

Working outside your permit conditions may be considered unauthorized work. It could affect your legal status and future immigration applications, including your pathway toward permanent residence.

Before accepting a new role, review both the employment opportunity and its immigration implications.

Not every international hire needs an LMIA.

For some Canadian employers, an LMIA-exempt pathway may apply—depending on the role, the organization, the candidate, and the circumstances.

Possible options can include:

• Francophone Mobility
• Certain free trade agreements
• Intra-company transfers
• Eligible International Experience Canada categories

But LMIA-exempt does not mean responsibility-free.

For many employer-specific work permits, the employer must still submit an offer through the Employer Portal, complete the required employment details, pay the applicable compliance fee, and provide the offer number to the worker. Exceptions may apply.

The key is choosing the right pathway before moving forward. A strategy that does not match the case may create delays, added costs, and compliance concerns.

Working in tech in Québec? Do not assume the PEQ automatically applies to you. 💻

The program has reopened temporarily, and the current application intake period runs from July 2 to October 31, 2026.

But reopening does not equal eligibility.

Your profile must still be reviewed based on factors such as:

📍 Québec work experience
💼 NOC and TEER classification
🗣️ French-language ability
📄 Immigration status
✅ Supporting documents

For the Temporary Foreign Worker stream, applicants in the current intake must have accumulated at least two years of eligible Québec work experience in a TEER 0, 1, 2 or 3 occupation by November 19, 2025. Additional selection conditions also apply.

The mistake many people make? Waiting because they believe there is still time—without confirming whether they qualify or are missing a critical document.

Software developers, engineers, product managers and other skilled professionals should review their profiles before the intake period approaches its deadline.
