The Canadian government has announced significant changes regarding study permits and the Post-Graduation Work Permit Program (PGWP). These policy updates are part of broader efforts to balance immigration growth and economic needs while addressing housing shortages and labor market alignment.
Study Permit Cap: Starting in 2025, the number of study permits will be capped at 437,000, marking a 10% reduction from 2024. This cap will remain in place through 2026. The move aims to manage the growing number of international students in Canada, which has tripled over the last decade. The cap also addresses the pressure on infrastructure, such as housing and healthcare, caused by the surge in international students
Changes to PGWP Eligibility: Starting in September 2024, international students enrolled in programs that involve curriculum licensing arrangements—where private colleges offer the curriculum of public institutions—will no longer be eligible for PGWPs. This change will increase oversight and align study programs with labor market needs. Additionally, spouses of international students in undergraduate or college programs will no longer qualify for open work permits. Spousal work permits will be limited to those pursuing master's or doctoral degrees.. Applicants must demonstrate a Canadian Language Benchmark (CLB) score of 7 for university graduates and a CLB of 5 for college graduates who apply after November 1.
Limit Work Permit eligibility -later this year to spouses of master’s degree students whose program is at least 16 months in duration. This is expected to result in 50,000 fewer spousal work permits being issued over the next three years.
