With the liberal party winning the elections what can this mean for Canadian Immigration goals and policies?
1. The Liberals’ 2025 recognize that immigration levels previously grew too quickly, straining housing and services. They propose capping permanent resident admissions at under 1% of Canada’s population annually beyond 2027—consistent with current targets of 395,000 in 2025, 380,000 in 2026, and 365,000 in 2027. With a projected population of 41.5 million in 2025, these targets already fall below the 1% threshold.
2. As of January 2025, Canada’s temporary resident population is about 3.02 million—roughly 7.25% of the total population.
The Liberal platform pledges to reduce this to below 5% by the end of 2027, mainly by:
-Converting more temporary residents to permanent status, or
-Allowing their status to expire and requiring departure
Recent government actions include capping study permits and tightening eligibility for Post-Graduation Work Permits and Spousal Open Work Permits.
Mark Carney emphasized that immigration caps will remain until housing expands and temporary immigration levels are brought under control.
3. The Liberal Party aims to increase francophone immigration outside Quebec to 12% by 2029.
This builds on existing federal targets of:
-8.5% in 2025
-9.5% in 2026
-10% in 2027
The objective is to strengthen French-speaking communities and meet demographic and labor demands in minority francophone regions.
4. Economic immigration
- The Liberals plan to revamp the Global Skills Strategy to better attract top global talent.
- The strategy offers two-week work permit processing for eligible skilled workers.
- New initiatives aim to help high-growth businesses and entrepreneurs recruit internationally, including talent from the U.S..
- Make it easier to recognize foreign credentials in trades, healthcare, teaching, etc
5. Other immigration promises
-Use digital tools to cut processing times and clear backlogs
-Expand legal aid for asylum seekers to speed up case resolution
-Remove failed claimants after due process
-Boost border security, tighten visa rules, and crack down on immigration fraud
-Maintain immigration as a shared responsibility with Quebec
6. In Short: The liberals for the time being will continue to keep immigration levels under control by limiting temporary residents and by converting qualified temporary residents to Permanent residents. There will also continue to be an emphasis on franchaphone immigration providing great opportunity for those proficient in French. Economic immigration will continue to be a priority within reasonable levels but will aim to bring in more high skilled workers in fields like healthcare, teaching, and trades while making it easier to get their foreign credentials certified in Canada.
