🚨 CANADA LMIA UPDATE 🇨🇦 | 30 CITIES AFFECTED

New low-wage LMIA restrictions took effect on October 9, 2026, affecting employers in 30 Canadian cities. Six cities were added, while restrictions were lifted in two others.

🔴 6 CITIES ADDED:
❌ Halifax
❌ Fredericton
❌ Kingston
❌ St. Catharines–Niagara
❌ Regina
❌ Lethbridge

🟢 2 CITIES WHERE RESTRICTIONS WERE LIFTED:
✅ Kamloops
✅ Chilliwack

📌 WHAT DOES THIS MEAN?

An LMIA (Labour Market Impact Assessment) is an approval an employer may need before hiring a foreign worker through certain work permit pathways.

⏳ Restriction period: October 9, 2026 – January 7, 2027.

In affected areas, employers generally cannot apply for or renew LMIAs for low-wage positions while the restrictions remain in effect, subject to applicable exemptions.

💰 DOES YOUR WAGE MATTER?

Yes! The restrictions target low-wage positions. The applicable provincial or territorial wage threshold helps determine whether a position falls under the high-wage or low-wage stream.

Examples of thresholds shown in the current update:
• Ontario: $36.92/hour
• British Columbia: $38.40/hour
• Alberta: $37.50/hour
• Saskatchewan: $34.62/hour

🏥 SOME SECTORS MAY BE EXEMPT

These include primary agriculture, construction, food manufacturing, hospitals, nursing and residential care, and certain in-home caregiver arrangements. Eligibility depends on the specific rules and circumstances.

📄 IS YOUR WORK PERMIT EXPIRING?

Apply for an extension before your current permit expires, if eligible. You may be able to benefit from maintained status and continue working under the conditions of your existing authorization while IRCC processes your application.

IRCC is updating its online portal for asylum claims, with the new process taking effect on **November 3, 2026**. If you have an ongoing or unsubmitted claim, here are the key details to know.

⏰ November 2 Cutoff — 11:59 PM ET

📄 Already Submitted Claims: Claims submitted before the cutoff are not expected to require new answers unless IRCC specifically requests additional information.

📝 Unsubmitted Drafts: Draft claims that have not been submitted by the deadline may require applicants to answer new mandatory questions and review previously entered information after the transition.

💼 Work Permit Access: Certain eligible asylum claimants referred to the Immigration and Refugee Board (IRB), as well as eligible individuals awaiting a Pre-Removal Risk Assessment (PRRA) decision, may qualify for a work permit, subject to applicable requirements.

Speaking at an event in Calgary, Ontario Premier Doug Ford argued that a declining population could create challenges for Canada’s economy and industries facing labour shortages.
