Canada Immigration Outlook 2027 — September 2026 Edition

MAK Canadian Immigration Services has published a source-led overview of Canada’s immigration system going into 2027, covering Express Entry and CEC, PNP, family and spousal sponsorship, students, workers, visitors and business immigration.

Key 2027 notional planning figures include 380,000 permanent resident admissions, 244,700 economic admissions, 111,000 Federal High Skilled, 92,500 PNP, 81,000 Family Class, 220,000 new worker arrivals, 150,000 new student arrivals, and 31,825 French-speaking PRs outside Quebec.

IRCC states the 2027 and 2028 targets are notional and may be confirmed or adjusted each year. Research cutoff: 2 September 2026.

Express Entry eligibility and CRS ranking are two different questions.

A candidate must first be eligible for at least one program managed through Express Entry to enter the pool. IRCC then ranks candidates using the Comprehensive Ranking System, and invitation rounds select eligible candidates according to the round type and ranking. Pool entry is not an Invitation to Apply.

Canadian Experience Class eligibility is more than an hours calculation.

IRCC currently requires eligible Canadian work experience in TEER 0, 1, 2 or 3, gained in Canada while authorized to work, with the required duties and paid-work conditions. The current minimum is at least 1 year or 1,560 hours in the 3 years before applying.

Express Entry work experience should be supported by a record that fits together across the profile and PR application. Dates, employer identity, role changes, duties, hours, compensation and supporting records should not contradict each other.
