A second passport or residence is not a statement about leaving Canada.

For many families we speak with, it is a practical reserve: a legal right to live somewhere else, a stronger travel document, or a base in another country — while Canadian citizenship stays in place.

The programs we arrange through established partners fall into four groups:

Caribbean citizenship by investment — a second passport, often in a matter of months, with visa-free access across Europe and the UK. Contribution routes currently start around US$200,000, depending on the country and family size.

Cyprus — permanent residency from €300,000 in qualifying real estate, with a foothold in the EU and straightforward access to Europe.

The UAE — long-stay residence tied to property or investment, no personal income tax, and a high standard of healthcare, schools, and daily life.

Panama — residency from US$200,000 on the Friendly Nations route, or permanent residency as a Qualified Investor from US$300,000 in new property. Close to Canada, US-dollar economy, straightforward banking.

The right fit depends on whether you want a passport, a home, a tax base, or simply an option you may never use.

A note for families who were told Panama’s Qualified Investor real-estate minimum would simply rise in mid-October.

That change has already landed. Executive Decree No. 17 of 8 September 2026 was published in the Official Gazette on 16 September and took effect that day. It does not set one new figure for every property. On the text now in force, a first-sale property bought from the developer stays at about USD $300,000. A secondary-market property — previously marketed, occupied, leased, or transferred — is about USD $500,000. Securities and a five-year deposit with Banco Nacional or Caja de Ahorros are also cited at about USD $500,000.

Contracts signed before 16 September may still be able to use the old single threshold, but only if the file is submitted inside the transitional window. That is a local-counsel question, not something we decide from Markham.

The Friendly Nations route is a different product: an economic-tie residency, not a pure capital test. It can suit someone who will actually open or join a business. It is a poor fit if the aim is a status that does not depend on day-to-day commercial activity.

We compare the two only after source of funds, intended use of the property, and whether Canadian permanent residence still has to be protected. Message the page or email [email protected].

Families comparing a second residence or second citizenship usually weigh the same four things: safety, health care, mobility, and tax.

Those are the right headings. They are also where online lists go wrong.

Safety and health care are local facts: crime, hospitals, whether you can actually use the system as a resident. They are not a slogan on a programme brochure.

Mobility is the travel document or the residence permit, and the list attached to it. Visa-free access changes. A second passport does not freeze last year’s map.

Tax is the item that needs the most caution. Some destinations have no personal income tax, or tax only local-source income. That does not automatically apply to a person who still lives in Canada, keeps a home here, or remains a Canadian tax resident. A second status is not a tax plan. Get Canadian tax advice before anyone treats a programme as a way to cut the CRA out.

Who can be included matters as well. A spouse, children, and in many programmes dependent parents can go on the same application, but only where that country allows it.

CIPS compares Panama, the UAE, Cyprus, and Caribbean programmes against those headings, then works with licensed partners on the filing. For outlines of each route, see https://canadian-immigration.ca.

Panama just rewrote the Qualified Investor rules.

Executive Decree No. 17 was signed on 8 September and published in the Official Gazette on 16 September 2026. It is in force now. It replaces the old Qualified Investor decree and changes how the real-estate route is priced.

WHAT CHANGED

• New property bought from the developer — first sale, new and unoccupied: from USD 300,000
• Resale, previously occupied, or already transferred to an unrelated third party: from USD 500,000

That gap is USD 200,000. The same building can sit on either floor. What matters is whether the specific unit counts as a first sale or as resale. Get that classification wrong and the qualifying investment jumps by USD 200,000. Liens also count: only the net value is measured against the floor.

• Securities route: USD 500,000, held five years
• Fixed-term deposit: USD 750,000 at a private bank, or USD 500,000 if placed directly at Banco Nacional de Panamá or Caja de Ahorros

The investment generally has to be held for five years, with annual proof to the Ministry of Commerce.

FAMILY AFTER APPROVAL

A Qualified Investor who already holds permanent residence, and who keeps the investment in place, can later add a spouse married after approval and children born or adopted after approval, without starting a new investment file. That is the new rule. It does not, on the published text, extend the same direct add to parents. Parents still belong on the original application if they qualify as dependents.

WHAT DID NOT CHANGE

Friendly Nations is a different program. The commonly used floors there remain USD 200,000 in titled real estate or a qualifying bank deposit. That path is still temporary first, then permanent after two years if the conditions are maintained.

Citizenship is still a separate naturalization process. It is not automatic.

These are published program floors, not an all-in budget. Government, legal, due-diligence, property and professional costs sit on top. Rules can move again.

If you are looking at Panama as a Plan B and want this mapped against your family’s circumstances, send a message or call 416-840-6194.

A Plan B does not switch off your Canadian life.

If you hold permanent residence, the residency obligation is still yours. A second residence or a second citizenship does not automatically protect a PR card, change tax residence, or give you an unlimited right to live abroad. Those are separate questions.

What a second status can do is more limited, and more useful when it is described plainly:

• give a lawful foothold in another country if you later need one
• add a residence permit or, on a citizenship programme, a second nationality after that government finishes its due diligence
• allow a spouse, children, and in many programmes dependent parents to be included in the same application — only where that programme’s rules allow it

What it cannot do:

• guarantee visa-free access next year
• replace advice from a Canadian tax professional
• be decided in a Facebook comment

Programme rules differ. Who can be included, how old a child may be, and whether parents qualify are set by each country. For current details on a specific programme, see https://canadian-immigration.ca or write to us before you assume a parent can be added.

CIPS reviews the Canadian side because that is the licence I hold (RCIC ). Licensed partners handle the foreign filing. Governments decide the outcome.

Second residence and second citizenship are not the same thing.

Residency is permission to live in another country under that country’s rules. Citizenship is a nationality, granted only after that government completes its own due diligence. Mixing the two up is how families waste a year comparing the wrong files.

The destinations we review most often for Canadian families are Panama and the UAE for residency, Cyprus for a European residency route, and the Caribbean for citizenship-by-investment programmes. Each has a different cost structure, family coverage, and presence requirement. None of them replace Canadian status. They sit beside it.

Two practical points before anyone books a flight to “look at condos”:

1. Programme rules move. Investment floors, processing, and who can be included are set by foreign governments, not by a Facebook post. A figure that was current in the spring may not be current in the fall.

2. CIPS compares options and works with licensed partners on the filing. We do not decide the outcome.

If you followed this Page for Canadian immigration work, selected Canadian files are still accepted. If you are weighing a Plan B, start with which problem you are actually trying to solve: mobility, a foothold, or a second nationality.
