Toronto now offers free pre-approved fourplex and sixplex plans—but “pre-approved” does not mean your building permit is already approved.
The new plans can give homeowners a design starting point. The property still has to pass address-specific review:
• Four-unit multiplexes are permitted city-wide in principle; six-unit permissions currently vary by location.
• A building permit is still required, and the proposal must comply with the Building Code, zoning and other applicable law.
• A current survey or site plan must address property lines, easements, setbacks, building dimensions, coverage, height, parking and landscaping.
• A lot-grading plan must show that the proposal will not create new ponding on the subject or neighbouring properties.
• Qualified design professionals must assume responsibility for site-specific architectural, structural, HVAC and plumbing matters.
• Modifying the selected plan—including HVAC or plumbing changes—means it is no longer treated as pre-approved and the regular permit process applies.
Hypothetical comparison: two identical fourplex plans are considered for two different lots. One lot has a straightforward survey and setbacks; the other has an easement, mature protected trees and tight neighbouring foundations. The same standard plan does not create the same approval path or construction cost.
Start with the address: confirm zoning, survey, easements, tree constraints, grading and service requirements with qualified professionals before treating the catalogue plan as a project budget.

• Lot Grading Plan
