BILL C-16 DESERVES A CLOSE READ.

The Protecting Victims Act makes wide-ranging changes to criminal law—from offence definitions and sentencing to trial procedure, records applications and delay.

Changes affecting therapeutic records, notice periods, testimonial aids and remedies for s. 11(b) breaches deserve particular attention.

The transitional provisions also matter. The records amendments apply to charges laid on or after July 18, 2026 (s. 100). The new delay framework applies to offences committed on or after that date (s. 105). Read the legislation.

Counsel should review the full amendments and determine which provisions apply to their files.

Justice Canada’s summary of the changes is a useful starting point.

The U.S. just invaded another country on the pretence of drugs (set aside the irony of the Hernández pardon only a month earlier).

It’s now telling the world it will run that country and tap its reserves.

No leader of the free world; the U.S. is a threat that frankly no country in the Americas (including Canada) can defend against for the foreseeable future.

If there was ever a reason to abandon the Nuclear Non-Proliferation Treaty, this is it.
