2 MILLION VISA HOLDERS MISSING IN CANADA?

Don't fall for sensational headlines.

Misleading immigration news continues to circulate on social media, often creating unnecessary fear and confusion.

Here's what the figures actually tell us:

📌 Nearly 1.9 million temporary visas and permits are expected to expire in 2026.

📌 An expiring permit does NOT mean the individual is missing or living in Canada illegally.

📌 Many temporary residents leave Canada, extend their status or transition to permanent residence.

📌 Approximately 33,000 individuals were listed in CBSA's wanted inventory as of March 2026. This is not the same as 2 million missing visa holders.

The bottom line: There are legitimate concerns about Canada's ability to track temporary resident departures. But claiming that 2 million visa holders have disappeared is misleading.

IRCC IS TAKING A CLOSER LOOK AT JOB OFFERS!

A positive LMIA does not automatically guarantee work permit approval.

Although IRCC already had the authority to assess the genuineness of job offers, the updated guidelines now require officers to provide applicants with an opportunity to address any concerns before refusing an application on this specific ground.

⚠️ DON'T CONFUSE THE TWO STAGES!

Service Canada: Assesses the employer's LMIA application, including the legitimacy of the business and the employment offer.

IRCC: Independently assesses the work permit application, including whether the job offer is genuine.

IRCC has introduced a more detailed way to track estimated processing times. But not everyone will benefit from this update.

- Approximately how many applicants are ahead of you.
- The total number of applications awaiting a decision.

As of September 26, 2026, approximately 202,900 work permit applications were awaiting decisions in the categories covered by the updated tool.

Canada's new temporary public policy, effective September 4, 2026, creates additional opportunities for foreign workers to develop their skills.

✅ WHO IS ELIGIBLE?

- Holders of valid open work permits
- Holders of valid employer-specific (closed) work permits
- Foreign workers in Quebec, including those who meet the requirements for the CAQ exemption

❌ WHO IS NOT ELIGIBLE UNDER THIS POLICY?

- Individuals relying only on maintained status while awaiting a work permit decision

⚠️ IMPORTANT CONDITIONS

Your work permit must remain valid throughout your studies. If it expires before your program ends, you cannot continue relying on this exemption.

For workers in Quebec, eligible studies are also exempt from the requirement to obtain a CAQ.

📅 This temporary measure is scheduled to remain in effect until December 31, 2027.

LMIA DELAYS
2026 has brought significant changes to LMIA processing.

As of today, high-wage LMIA processing indicated an increase from 60 to 90 business days, while low-wage processing rose by approximately 71%.

WHAT DOES THIS MEAN FOR EMPLOYERS?
Recruitment strategies, work permit expiry dates and workforce planning need to be considered well in advance.

📌 A few hours can make a major difference in an immigration file

One of the easiest mistakes to avoid in Canadian immigration is waiting until the final hours of your status to submit an application.

IRCC’s electronic system uses Coordinated Universal Time (UTC) to determine the date and time an application is received. This means the date recorded by IRCC may already be the next day even though it is still the previous evening where you live in Canada.

Our advice: Submit early. Give yourself enough time for payment issues, document uploads, technical problems or unexpected delays and always save your confirmation of submission.
