LMIA - Good News for Temporary Foreign Workers in Kingston, Ontario

On January 9, 2026 the federal government will resume processing low-wage Labour Market Impact Assessments (LMIAs) in seven additional regions across Canada. This is promising news for temporary foreign workers and employers in cities such as Vancouver, Winnipeg, and Kingston, where LMIA processing has been on hold.

For a job to fall under the low-wage stream, the offered wage must be less than 120% of the region’s median wage, or it must be in line with what the employer pays current employees in the same role and location with similar experience—whichever is higher. Notably, some occupations, including primary agriculture, construction, and select front-line healthcare roles, remain exempt from the LMIA processing freeze regardless of regional unemployment rates.

The government will be updating the list of eligible regions again on 2026-Apr-10, so stakeholders should keep an eye out for changes that may affect future LMIA processing.

Regions Resuming Low-Wage LMIA Processing as of 2026-Jan-08

• Kingston, ON: Unemployment rate decreased from 6.6% to 5.6%
• Fredericton, NB: Unemployment rate decreased from 6.7% to 5.2%
• Winnipeg, MB: Unemployment rate decreased from 7.3% to 5.7%
• Halifax, NS: Unemployment rate decreased from 6.1% to 5.2%
• Vancouver, BC: Unemployment rate decreased from 6.8% to 5.9%
• Moncton, NB: Unemployment rate decreased from 7.3% to 5.5%
• Saint John, NB: Unemployment rate decreased from 7.3% to 5.8%
