Our employer clients are ready to support French-speaking candidates through the Francophone Mobility work permit — an LMIA-exempt stream for job offers in Canada outside Quebec.

What you need:
• French at NCLC 5 (CLB 5) or higher in speaking and listening — mandatory
• Alberta Early Childhood Educator (ECE) Level 2 or 3 — preferred, not required

The employer submits the offer through IRCC's Employer Portal under exemption code C16 before you apply.

🇨🇦 Canada's population just hit a record 41,798,407.

Statistics Canada released its Q2 2026 estimates this week (data as of July 1, 2026), and growth has restarted after two almost completely flat quarters — the population actually shrank by just over 7,000 in Q4 2025 and grew by only about 1,300 in Q1 2026. This quarter it grew by 80,343.

Here's what's actually behind that number:

📈 About 99,100 new permanent residents landed in Q2 — up roughly 19% from Q1
📉 Non-permanent residents (students, workers, asylum claimants) fell by 18,875 to about 2.78 million — but that decline is slowing fast, down from a drop of 64,502 in Q1
🌍 International migration drove roughly 84% of Q2 growth
🎯 Canada's target for 2026 is 380,000 new permanent residents

Two things are happening at the same time. Canada is still admitting permanent residents in large numbers, while the temporary resident population is steadily being reduced — the government has said it wants temporary residents below 5% of the population by the end of 2027. Year over year, growth was 0.5%, the lowest July-to-July rate recorded in over a century.

If you're in Canada on a work or study permit, the practical takeaway is simple: understand your PR options early, rather than waiting until your permit is close to expiring. Pathways change, and the earlier you know which ones fit your profile, the more room you have to plan.

These are estimates — final counts come with the 2026 Census release on February 10, 2027.

IRCC's processing times were updated September 22. Where things stand:

Work permits, inside Canada — about 16 weeks. IRCC now reports this in weeks instead of days. The old figure was 109 days, roughly the same wait, just written differently.

Study permits — no change. Inside Canada 8 weeks, India 5 weeks.

Visitor visas — slower in most countries. India moved from 29 to 32 days.

Super visas — faster in several. The U.S. dropped from 116 days to 66. India steady at 70.

One thing to keep in mind: these are estimates based on how long past applications took, not a promise about yours. They also assume your application is complete. A missing document or an unanswered biometrics letter sets the clock back in a way no average shows.

The exemption that let some permanent residents sponsor an undeclared family member has expired.

Until September 10, 2026, a temporary public policy let certain PRs - refugees, protected persons, and people who were themselves sponsored as a spouse, partner or dependent child - sponsor a family member they had not declared when they immigrated.

IRCC says it will still assess eligible applications it received between May 31, 2019 and September 10, 2026. Anything filed after that date falls back to the regular rule: a family member who was not declared and examined when you became a PR cannot be sponsored by you in the family class.

What is left is a humanitarian and compassionate request. It is discretionary and decided case by case.

If you have a spouse, partner or child you did not declare when you became a permanent resident, talk to someone before you file anything.

Two Express Entry draws this week, and both cut-offs came down.

Canadian Experience Class, September 15
2,000 invitations at CRS 519. That is down from 521 on September 1 and 523 on August 18.

Senior Managers, September 16
250 invitations at CRS 389. The lowest this category has gone since it launched in March at 429.

Fewer invitations in the senior managers round than July's 500, but a lower score to get one.

What that means for you: if you checked your CRS a few months back and decided you were short, that may not be true any more.

Alberta issued 722 invitations across three AAIP draws on September 1, 3 and 9.

• Alberta Opportunity Stream — 575 invitations, minimum score 56
• Accelerated Tech Pathway — 96 invitations, minimum score 60
• Dedicated Health Care Pathway — 51 invitations, minimum score 60

Alberta's 2026 allocation is 6,603 nominations. As of September 9, 4,864 had been issued, leaving 1,739 spaces for the rest of the year.

If an invitation arrives, the clock starts right away: 15 days to click the invitation link, then 30 days to finish and submit the application, with the fee paid within 24 hours of submitting or it is cancelled and cannot be reinstated. Miss the 15 days and your profile goes back in the pool.

A Worker Expression of Interest is only valid for 12 months, so if yours has been sitting a while, check it now.

Proof of Canadian citizenship is now posted at 33 months in IRCC's September update, up from 25 months in August. In December 2025 it was about five months.

About 136,000 people are waiting on a decision, roughly 14,200 more than at the last update. The jump follows Bill C-3, in force since December 2025, which removed the first-generation limit on citizenship by descent for people born before that date.

Worth knowing:

- Posted times are an estimate based on files IRCC has already finished, not a commitment on yours.
- Urgent processing can be requested, including on a file already in the queue, but only for narrow reasons such as statelessness, a family emergency involving death or serious illness, a job or school deadline, or access to a pension or health care. It needs a letter and evidence, and IRCC says it cannot guarantee the certificate arrives in time.
- Same update: Federal Skilled Worker 7 months, inland spousal sponsorship outside Quebec 26 months, Parents and Grandparents 28 months.

Study without a study permit is back for work permit holders.

IRCC's new temporary public policy runs from September 4, 2026 to December 31, 2027. If you hold a valid work permit, you can take a program of six months or less without applying for a separate study permit. No application, no fee.

The details that matter:
• A valid work permit is required — maintained status on its own is not enough
• Your authorization ends when your work permit expires, or when the policy does, whichever comes first
• Anything longer than six months still needs a study permit
• IRCC notes work experience gained while studying full time does not count toward Express Entry CRS points or Canadian Experience Class

The previous version expired June 27, 2026, so this is a fresh window — and IRCC can revoke a public policy at any time, without notice.

Saskatchewan's last capped-sector intake of 2026 opens next week, and the November window has been cancelled.

550 positions across four sectors, submitted by employers through the OASIS portal, first come first served. All times Saskatchewan time:

Retail and other services - Mon Sept 14, 9:30 a.m. - 175
Trucking and transportation - Mon Sept 14, 9:30 a.m. - 150
Accommodation - Mon Sept 14, 1:30 p.m. - 50
Food services - Tue Sept 15, 1:30 p.m. - 175

Each sector closes the moment its number is reached. Accommodation, with 50 spots, will go fast.

This intake is for workers already in Saskatchewan with six months or less remaining on their work permit. If there is more time than that left on the permit, the application gets returned.

Employers: have your EPA drafted and saved before the morning of the 14th, with payroll proof ready and someone logged in early.
Workers: check your permit expiry today, and if you are inside that six-month window, speak to your employer this week.

Missed intakes do not reopen. The next allocation is 2027.
