Home Care Worker Immigration pilots

Status: Coming March 31, 2025

Home care workers play an important role in Canadian society. They help nurture children, and provide the support seniors and persons living with disabilities need to be comfortable, independent and an active part of our communities. They also allow more Canadians to enter and stay in the workforce, which strengthens Canada’s economy.

The new Home Care Worker Immigration pilots will make it easier for home care workers in home support or home child care to

become permanent residents
find work with a range of employers

Applicants not working in Canada

As of September 26, Canada’s government will no longer process Labour Market Impact Assessments (LMIAs) for the Low-Wage stream of the Temporary Foreign Worker Program (TFWP) in some census metropolitan areas (CMAs).

Canada ends temporary public policy allowing visitors to apply for work permits from within the country.

IRCC introduced the policy in August 2020 to help visitors who were unable to leave the country due to COVID-19 pandemic–related travel restrictions. Under the policy, visitors in Canada could apply for a work permit without having to leave the country.

While the temporary policy was set to expire on February 28, 2025, IRCC is ending the policy as part of our overall efforts to recalibrate the number of temporary residents in Canada and preserve the integrity of the immigration system.

IRCC will continue to process applications submitted before August 28, 2024 under the policy.

New application process
Worker streams

AAIP will launch a new expression of interest system on September 30, 2024.

After a candidate submits an expression of interest, they will be placed in a selection pool. AAIP will invite selected candidates from that pool to apply based on candidate ranking and provincial labour market needs and priorities.

As a result of this new system, AAIP will not proceed with the remaining monthly application acceptance dates for 2024 as the new system will allow for ongoing intake of expression of interests.
