Following the latest update from Immigration, Refugees and Citizenship Canada, many are asking if a new TR to PR pathway will open soon.
The answer: No confirmed new pathway at this time.
1. This is not a new public program
2. There is no open application portal yet
3. This is not a similar to the 2021 TR to PR pathway.
What some are calling a “TR to PR” pathway is being referred to by IRCC as an In Canada workers initiative. This focuses on helping eligible temporary residents already in Canada transition to PR through existing programs such as:
• Express Entry
• Provincial Nominee Programs (PNP)
• Targeted pilot programs (healthcare, rural communities, etc.)
Current update in simple terms:
1. It’s a targeted approach
2. It prioritizes specific workers already in the system
3. Focus is on in-demand occupations and smaller communities
💡 In short:
IRCC is selecting from existing pools, not launching a brand-new pathway.

Canada continues to bring our immigration system to sustainable levels and focus immigration on the areas where it has the greatest impact. This means supporting rural and remote communities that are experiencing labour shortages in key economic sectors.
