✅ Step 1: Confirm your passport is on the 33-country list
✅ Step 2: Choose a PARTICIPATING school and a qualifying French program (2+ years, in person)

Citizens of thirty-three countries across Africa, the Middle East, and the Americas, including Cameroon, Senegal, Côte d'Ivoire, DR Congo, Morocco, Haiti, and Lebanon, can study full time in French outside Quebec and graduate into a dedicated permanent residence pathway. No job offer required at the PR stage. No CRS competition. French at NCLC level 5, which is functional, not fluent. Spouses receive open work permits.

The August 10 IRCC data says you are not imagining it. Citizenship certificate processing hit twenty-five months, up six months in one reporting cycle, with roughly one hundred and twenty-one thousand eight hundred people in the queue. Visitor record extensions jumped one hundred and twelve days in three weeks to three hundred and sixteen days.

But waiting is not your only option, and most people never get past step one. Honest limits included. Mandamus is not for someone a few weeks over the published time, and it never dictates the decision. But if your file has sat far beyond its published time with no explanation, this year the courts have shown they will act.

The wait is over. Ontario opened online intake for the new Workforce Priority Stream on August 4, 2026.

One stream now replaces all eight former OINP pathways, and for the first time in the program's history, it includes every skill level. Cooks, cleaners, truck drivers, retail workers, and personal support workers with nine months alongside their Ontario employer and a permanent full-time offer can now register for a nomination worth six hundred Express Entry points. Skilled workers, recent Ontario graduates, and self-employed physicians each have their own pathway inside the same stream.

But every old Expression of Interest has been withdrawn, everyone starts fresh, and the earliest accurate registrations compete in the thinnest pool this program will ever have.

Ontario just made the biggest change to its immigration program in its history.

Ontario has officially closed several key permanent residence streams, including those specifically for Master's graduates, PhD graduates, foreign workers, international students, and skilled trades. If you were planning to apply through these traditional pathways, this update is critical for your immigration strategy.
All eight OINP streams are permanently closed, including the Master's and PhD Graduate streams. In their place stands one new stream: the Ontario Workforce Priority Stream, with pathways covering every skill level from TEER 0 to TEER 5.

For the first time ever, cooks, cleaners, truck drivers, retail workers, farm workers, and personal support workers in Ontario have a dedicated provincial pathway to permanent residence. The requirement: a full-time, permanent job offer and nine months of cumulative experience with that employer in the last two years.
But there are losers too. Graduate degree holders no longer have a job-offer-free route. Old Expressions of Interest are being automatically withdrawn. And the new EOI system opens later this summer, which means the preparation window is right now.
