A recent post on another page referred to Bill 60 and changes to driver's licences, effective November 27, 2025. These changes are under Schedule 5 of the, " An Act to amend various Acts and to enact the Water and Wastewater Public Corporations Act, 2025"
1 Subsection 1 (9) of the Highway Traffic Act is repealed.
2 Part I of the Act is amended by adding the following section:
Requirements for applicant 5.5 (1) The Minister may require, as a condition for considering an application for the issuance or renewal of, or any change to, a licence, permit or certificate under this Act, that the applicant, in addition to fulfilling any other requirement imposed under this or any other Act, provide evidence satisfactory to the Minister that, (a) the person is a resident of Ontario; (b) the person’s presence in Canada is in accordance with the laws governing a person’s legal presence in Canada; and (c) where the application is in relation to a prescribed class of driver’s licence or prescribed class of motor vehicle, the person is legally able to work in Canada as a holder of that class of driver’s licence and as a driver of that class of motor vehicle.
It appears to apply only to immigrants, not to citizens.

9 This Schedule comes into force on the day the Fighting Delays, Building Faster Act, 2025 receives Royal Assent. Which was on November 27, 2025.
