Québec invited 519 workers to apply for permanent selection on September 24 through all four streams of its Skilled Worker Selection Program (PSTQ).

The largest share, 316 invitations, went to workers in intermediate and manual occupations. Other invitations included 86 for highly skilled workers, 110 for regulated professions, and seven for exceptional talent.

Selected candidates can apply for a Québec Selection Certificate (CSQ) and, if approved, proceed with a federal permanent residence application.

Canada has updated its immigration instructions to prevent officers from immediately refusing employer-specific work permit applications over concerns about the genuineness of a job offer.

Under the new rules published on September 17, 2026, officers must issue a procedural fairness letter (PFL), outlining their concerns and giving the employer an opportunity to submit supporting evidence.

Employers generally have 15 days to respond, or longer depending on the applicable office standard. Officers must then allow an additional 30 days before reviewing the application to ensure the response has been received.

The revised instructions also clarify how officers assess employers, including home-based businesses, live-in caregiver arrangements and businesses contracting services from foreign companies. Businesses created solely to facilitate foreign nationals’ entry into Canada do not qualify as operating businesses.

The updated guidance applies to all employer-specific work permits under the Temporary Foreign Worker Program (TFWP) and the International Mobility Program (IMP), including eligible LMIA-exempt permits.

Officers remain responsible for verifying that job offers are genuine before issuing work permits.

The Northwest Territories Nominee Program (NTNP) invited 105 foreign workers on September 25 to apply for territorial nomination for Canadian permanent residence.

Invitations were issued under three Employer-Driven Stream pathways:
- Entry Level/Semi-Skilled: 58
- NWT Express Entry: 26
- Skilled Workers: 21

The invited candidates had profile scores ranging from 317 to 492. Most invitations went to workers in Yellowknife.

This was the final scheduled NTNP draw of 2026, bringing the year's total to 353 invitations. The next draw is expected in early 2027.

Alberta issued 380 invitations between Sept. 10–23 through the Alberta Advantage Immigration Program (AAIP), targeting workers in healthcare, technology, manufacturing, agriculture and other priority sectors.

The invitations included:
- Healthcare: 100 invitations, minimum score 62
- Tech: 100 invitations, minimum score 59
- Manufacturing: 48 invitations, minimum score 60
- Agriculture: 18 invitations, minimum score 60
- Alberta Opportunity Stream: 113 invitations, minimum score 58
- Law Enforcement: fewer than 10 invitations, minimum score 49

Selected candidates can apply for a provincial nomination and, if approved, proceed with their application for Canadian permanent residence.

So far in 2026, the AAIP has held 80 draws and issued more than 13,000 invitations.

Immigration, Refugees and Citizenship Canada (IRCC) invited 2,000 Canadian Experience Class (CEC) candidates to apply for permanent residence in its latest Express Entry draw.

Candidates needed a minimum CRS score of 518 and must have created their Express Entry profile before 8:48 p.m. UTC on February 13, 2026.

With this draw, Canada has held 58 Express Entry draws in 2026, issuing 131,715 invitations to apply (ITAs) so far.

The latest CEC draw brings the total number of CEC ITAs issued this year to 55,250.

Canada will open a new biometrics collection site in Happy Valley-Goose Bay, Labrador, in January 2027.

The site will allow immigration applicants to provide fingerprints and photographs locally, avoiding the long journey to St. John’s, which can be up to 900 km by air or 1,600 km by car and ferry.

Immigration Minister Lena Diab announced the new site on September 29, 2026. Biometrics are required for many temporary and permanent residence applications, as well as certain PR card renewals.

On September 24, the British Columbia Provincial Nominee Program (BCPNP) invited 714 skilled workers to apply for provincial nomination for Canadian permanent residence.

The province invited:
- 426 candidates with TEER 0–3 job offers paying at least $105,000 per year ($52/hour).
- 288 candidates with a minimum BCPNP registration score of 131.

This was British Columbia’s 25th selection round of 2026 and its eighth draw under the province’s “innovate” objective, which focuses on skilled workers who can support the provincial economy.

Invited candidates have 30 days to submit their nomination applications. Those who receive a nomination can then apply for permanent residence federally.

As of September 24, the BCPNP had issued 6,128 invitations across its worker and entrepreneur streams in 2026.

If your great-great-grandmother was born in Canada East in 1850, you might assume she was born too early to pass down Canadian citizenship. But 1867 is not a cut-off date under Canada’s Citizenship Act.

Citizenship by descent can pass through an unbroken family line, and the Act does not set a minimum birth year for a Canadian ancestor. As immigration attorney Daniel Ciarabellini puts it, “Where your ancestor was born matters. When they were born does not.”

Canada East became part of present-day Quebec. Legal analysis published by the Canadian Immigration Lawyers Association similarly concludes that a pre-Confederation birth there can potentially qualify as a birth in Canada.

What if your ancestor died before 1947?
That does not automatically end a claim either. Under subsection 3(1.3) of the Citizenship Act, certain parents who died before January 1, 1947, can be treated as citizens if they would have acquired citizenship had the 1946 Act applied immediately before their death. These provisions are sometimes called “death bridges.”

The real challenge: proving the family line
Pre-Confederation claims can be difficult because records from the 1800s may be incomplete. In Quebec, for example, older births were often documented through parish records rather than modern provincial birth certificates.

You also need to document every generation between the Canadian ancestor and yourself. Missing records, name changes and marriage records can all make the process more complicated.

So, the key question isn't whether your ancestor was born before 1867. It's whether you can prove the entire line.

Because this interpretation has not yet been tested by a court specifically as a citizenship issue, anyone relying on a pre-Confederation ancestor should consider getting advice from an experienced Canadian citizenship lawyer.

If you're applying for proof of Canadian citizenship by descent under Bill C-3, you may need to include a letter of explanation (LOE) if your application has missing documents, discrepancies or details that need clarification.

An LOE is a signed letter explaining issues that aren't fully addressed by the standard forms. It may be needed when:

- Required documents are missing or unavailable;
- Records contain different names or dates;
- You cannot obtain a document from the original issuing authority; or
- A minor applicant cannot provide the required identification.

The letter should clearly explain the issue, what you're submitting instead, and any steps you took to obtain the missing document.

An LOE is different from a no-record letter, which comes from an authority confirming that a particular record could not be found. It is also different from a cover letter, which provides a broader overview of your citizenship claim and family lineage.

Including a clear explanation can help IRCC understand gaps or inconsistencies in your application and reduce the risk of your application being returned.

Immigration, Refugees and Citizenship Canada (IRCC) invited 250 senior managers with Canadian work experience to apply for permanent residence through the Express Entry system.

Candidates needed a minimum Comprehensive Ranking System (CRS) score of 389 and must have created their Express Entry profile before 11:05 p.m. UTC on September 1, 2026.

The September 16 draw was the third Express Entry draw of 2026 specifically targeting senior managers with Canadian work experience. It also recorded the lowest CRS cut-off for this category so far in 2026, down from 392 in the previous senior-manager draw held in July.

With this latest round, IRCC has issued 1,000 ITAs to senior managers with Canadian work experience in 2026.
