Bulgarian Legislative Framework Updated to Implement the EU Digital Services Act
On 21 November 2025, amendments to the Bulgarian Electronic Communications Act (ECA) implementing the EU Digital Services Act (DSA) were promulgated in the State Gazette.
∙ The Communications Regulation Commission (CRC) is designated as the national Digital Services Coordinator, responsible for monitoring compliance with the DSA by all providers of intermediary services
∙ The Council for Electronic Media is the supervisory authority for video-sharing platforms
∙ The Commission for Personal Data Protection is responsible for monitoring advertising based on profiling and protecting minors from targeted advertising
The amendments to the ECA empower the CRC to certify out-of-court dispute resolution bodies, award the status of trusted flaggers and vetted researchers, and collect information from a broader range of actors in the digital ecosystem (DNS providers, hosting companies, cloud services, online platforms etc.) in Bulgaria.
A new procedural regime will apply to inspections, the collection of evidence, and the application of urgent interim measures to prevent serious harm, including temporary restrictions of access to digital services.
Together, these amendments complete the national framework for the implementation of the DSA in Bulgaria.
