STATE LEGISLATION ON COASTAL PROTECTION SUSPENDED

The Coastal Protection State Planning Regulatory Provision (the SPRP) came into effect on 8 October 2012 with retrospective application to all applications which were currently undecided. The SPRP will be in operation from 8 October 2012 until 8 October 2013 (unless repealed).

The SPRP operates to manage development in the coastal zone of Queensland. The previous State Planning Policy 3/11 Coastal Protection (SPP) was found to not support nor protect the Queensland economy. The application of the SPP has been suspended. This includes, but is not limited to the operation of part 1.2 of the Far North Queensland Regional Plan (coastal management). The SPRP also suspends the operation of other regional plans relating to coastal environments.

The SPRP now applies to a range of circumstances under the Sustainable Planning Act 2009 (Qld) including:

1. Development applications;
2. local planning schemes; and
3. designation of land for community infrastructure.

The SPRP will in the absence of the state policy aim to conserve the natural state of coastal land, minimising adverse impacts and protecting coastal resources. The processes for development in a coastal zone are said to be simplified.

Rainbow Warrior's Great Barrier Reef Campaign
“This is critical, this is reality”

This Friday 12 April 2013 Greenpeace’s Rainbow Warrior will be anchored off the South East side of Magnetic Island in clear view of our local city Townsville.

The purpose of their journey is to demonstrate the opposition for plans to double the amount of coal exports from Australia. In an interview with ABC North Queensland Peter Willcox the Captain of the Rainbow Warrior outlined that there are proposals for nine new terminals in the Great Barrier Reef. The Captain also expressed his concerns that the burning of this coal will only further impact the worldwide problem of global warming.

The Captain Peter Willcox was one of the surviving members of the original Rainbow Warrior which was bombed and sunk in 1985 by the French foreign intelligence service. The bombing was to prevent the intervention of the Rainbow Warrior in nuclear testing. The Greenpeace website states that “it was an instance when a government chose to respond to peaceful protest with deadly force. But peaceful protest has prevailed”.

Captain Peter Willcox discussed in his interview with Michael Clarke of ABC North Queensland, that in his youth he believed that we would be able to clean up the environment and put it right. Now Charlie Vernon (Chief Scientist of Australian Institute of Marine Science) predicts that the Great Barrier Reef “will be over within 20 years or so”. “This would make it the world’s first global ecosystem to collapse”.

The Captain further spoke about how the condition of our environment is no longer just a problem that our grandchildren will face, the problem is upon us.

The crew of the Rainbow Warrior will be available at the Picnic Bay Surf Life Saving Club from 11:30AM-5PM 12 April 2013. Also from 9AM-4:30PM 13 April 2013 at the Nelly Bay Ferry Terminal on Magnetic Island.
