‼️Victoria State Nomination 2026–27: New Points System Explained

Victoria’s skilled migration program offers pathways to permanent residency through the Skilled Nominated visa (subclass 190) and provisional regional pathway Skilled Work Regional visa (subclass 491).
The important distinction is that Australia has a federal skilled-migration points test, while Victoria has its own state nomination selection criteria. A change to Victoria’s nomination criteria does not automatically mean that the federal points test has changed. Victoria uses a new points-based ranking method to select Registrations of Interest (ROIs) for state nomination.

‼️Which applicants will receive invitations?

▫️Victoria describes two selection pathways.

🔺Pathway 1: Most Competitive
All eligible ROIs are ranked using the Victorian Points Test.
Applicants with the highest VPT scores across all eligible occupations may be invited.
You do not have to work in a priority industry to be considered through this pathway.

🔺Pathway 2: Priority Industry
Applicants in designated priority industries are considered within their relevant industry or industry subgroup. The highest-scoring ROIs within each priority group may be invited.

Priority industries for 2026–27 include healthcare, social services, education, construction, new energy and advanced manufacturing. Hospitality and tourism is also prioritised for subclass 491.

Having a priority occupation does not guarantee an invitation.

‼️Which occupations are prioritised?

Victoria's published 2026–27 priority occupation groups include:

🔸Healthcare: registered nurses, physiotherapists, occupational therapists, midwives and medical specialists.
🔸Social assistance: psychologists, social workers and welfare workers.
🔸Education: secondary, middle-school, special-needs and early-childhood teachers.
🔸Construction: construction project managers, surveyors, bricklayers, carpenters, plumbers, electricians and other listed trades.

🇦🇺 Australia Student Visa Reform 2026 — Key Changes

From 2 October 2026, major reforms to the Student visa program (subclass 500) and Student Guardian visa (subclass 590) took effect. The stated focus is reducing “visa hopping,” tightening family settings and strengthening student-visa integrity.

‼️ ATO DATA MATCHING: WHAT VISA HOLDERS NEED TO WATCH
Your immigration, employment and tax information may be cross-checked.

Australia’s Department of Home Affairs–ATO data matching is particularly important for temporary visa holders because immigration compliance information can be compared with tax and employment records.

Home Affairs specifically states that its temporary skilled visa data-matching program with the ATO is intended to identify compliance risks, including situations where ATO income is below the amount the sponsor was required to pay, a visa holder appears to have income from multiple employers, or the occupation reported to the ATO differs from the sponsored occupation.

For student visa holders

The key point is that tax compliance and visa compliance are separate issues. A student should not assume that because income was correctly declared to the ATO, the employment automatically complied with the visa conditions.

▫️Students should therefore keep:

* payslips and employment contracts
* timesheets/rosters
* TFN and tax records
* superannuation records
* employer details
* evidence of course enrolment and attendance
* records showing compliance with their current visa conditions.

▫️For employer-sponsored visa holders

This is potentially more significant. Home Affairs’ published protocol specifically identifies discrepancies involving salary, employer and occupation as matters that can be detected through the matching process.

‼️Check the actual conditions on VEVO, rather than relying on what an employer, friend or social-media post says. VEVO provides the visa, expiry date and applicable conditions.

🇦🇺 Australia Ministerial Direction 122 — Key Details

Ministerial Direction 122 (MD 122) sets the processing priority order for certain provisional and permanent skilled visa applications. It came into effect on 19 September 2026 and replaced the previous skilled-visa processing priorities under Ministerial Direction 119.

🔝 Priority 1 — Key sectors

‼️The highest processing priority is given to applications relating to:

* 👩‍🏫 Teaching
* 🌾 Agriculture
* 🐟 Aquaculture & Fishing

📋 Priority order under MD 122

1 - Priority sectors / law enforcement / defence

2 - Applicant was in Australia when the application was lodged

3 - Primary applicant was outside Australia when lodged and application was not combined with another person’s application

4 - All other applications

‼️NEWS TODAY, 17 September 2026, Australia announced a significant migration-policy overhaul led by Home Affairs Minister Tony Burke. The changes are aimed particularly at temporary migration, student dependants, visa switching, visitor visas and Working Holiday Makers. These changes may require updates on the Regulation/Legislation prior to taking effect.

🇦🇺 Key announcements today ‼️

▫️Migration levels

Government is targeting net overseas migration of 245,000 in 2026–27 and 225,000 in 2027–28.

▫️International students

Restrictions planned on bringing partners/children for most international students.

▫️Visa hopping

Further measures planned to restrict repeated switching between temporary visas.

▫️Visitor visas

A No Further Stay condition is to be applied to visitor visas to prevent them being used as a pathway to extend stay in Australia.

▫️Skilled migration

Ministerial Direction 119 will be updated to give greater priority to skills Australia needs, including construction, healthcare, teaching and agriculture, among other areas.

▫️Working Holiday Makers

A ballot is planned for second- and third-year Working Holiday Maker visas, with regional work requirements.

▫️Visa overstayers

Government announced additional compliance officers and increased enforcement against people remaining without a valid visa.

Australian Immigration Changes 2026 details:

1. Skilled visa salary thresholds increased
* From 1 July 2026, skilled visa income thresholds increased by 3.8%, following annual AWOTE indexation.

2. New skilled visa processing priorities
* Ministerial Direction 119 commenced on 25 July 2026.
* Priority is influenced by both the occupation and applicant location. ONSHORE applicants get priority over offshore applicants.
* High-priority areas include law enforcement/defence, construction, healthcare and teaching.

3. Family visa processing priorities changed
* Ministerial Direction 117 replaced MD102 from 25 July 2026.
* Certain family applications where the primary applicant is ONSHORE in Australia and the visa can be granted onshore receive the highest priority.

4. International student visa management continues
* Australia continues to manage student visa processing through provider-based priorities under Ministerial Direction 115, with greater emphasis on sustainable international student numbers and distribution.

* Government policy continues to target skilled migration toward occupations and sectors experiencing genuine labour shortages, with particular attention to healthcare, construction, teaching and other critical areas.

‼️The Australian Government has specified BSB80120 Graduate Diploma of Management (Learning) for suspension and cancellation of its CRICOS registration under the ESOS framework. The change takes effect 5 October 2026.

From 5 October 2026:

* ❌ New overseas students will not be able to enrol in BSB80120.
* ❌ Providers will no longer be able to recruit new international students into the course.
* ❌ Overseas students who have not commenced the course will not be able to start it.
* ✅ Students who have already commenced the course can continue and complete it with their current provider.
* 🇦🇺 This is not a ban on all Graduate Diploma courses. It specifically targets BSB80120 Graduate Diploma of Management (Learning).
