From 1 June 2026, most student visa refusal reviews at the ART will generally be reviewed on the papers.

This means the ART may decide the case based on written submissions and evidence, without holding a hearing.

Applicants should not assume they will have a chance to explain their case in person.

From 18 May 2026, the Administrative Review Tribunal (ART) has commenced a new โ€œon the papersโ€ review process for certain temporary visa review matters.

This means some cases may be decided without an oral hearing. Instead, the ART may make a decision based on written submissions, evidence and responses provided by the applicant.

What does this mean? ๐Ÿ‘€

Applicants may not always have the opportunity to attend a hearing and explain their case in person.

The ART may decide the review based on documents such as the visa application, refusal decision, written submissions, supporting evidence, personal statements and responses to ART requests.

This makes written materials much more important.

Who may be affected? ๐Ÿ‘€

The new process applies to certain temporary visa decisions prescribed in the Migration Regulations 1994.

It does not apply to all ART matters. Permanent visa and protection visa matters are not affected by this specific change.

Student visa refusal reviews are expected to be among the first matters affected, so student visa applicants should pay close attention.

Applicants should not assume they can explain everything later at a hearing.

If the case is reviewed โ€œon the papersโ€, written submissions and evidence may become the main basis for the ARTโ€™s decision.

Migration Tasmania has confirmed that ROIs for all pathways and pass levels under the 2025โ€“26 Tasmanian Skilled Migration State Nomination Program will close at 5:00 pm on Wednesday, 3 June 2026.

The final invitation round for this program year will take place on Thursday, 4 June 2026.

Due to strong demand and limited remaining nomination places, not all approved applicants may receive nomination within the 2025โ€“26 program year. If the current allocation is used, approved applications may be nominated after Tasmania receives its 2026โ€“27 allocation.

ROIs that are not invited before the end of the program year will remain in the Application Gateway for six months and may be considered again once the 2026โ€“27 program opens.

AMS recommends eligible applicants review their options promptly and lodge any required ROI or nomination application as soon as possible.

Key allocations include:

While the total number remains unchanged, there are important changes within visa categories:
