From 1 June 2026, most student visa refusal reviews at the ART will generally be reviewed on the papers.
This means the ART may decide the case based on written submissions and evidence, without holding a hearing.
Applicants should not assume they will have a chance to explain their case in person.

- Updated CoE and enrolment evidence may be critical.
- Some existing ART cases lodged before 1 June 2026 may also be affected if the Tribunal had not yet been constituted.
- Not all student visa refusals are included. Cases involving certain health, character, false information, identity or return restriction issues may be treated differently.
- ART deadlines must be taken seriously. Failure to respond to certain requests may result in the review being dismissed.
