Subclass 186 ENS PR Visa โ€“ Nomination under 5.19 Direct Entry Stream-
01. The nominee must nominate an occupation in the instrument. There is no need to have worked for the nominator prior to application.
02. The nominator must actively and lawfully operate a business in Australia and must have a genuine need for the nominee to be employed in the position under the nominator's direct control.
03. The nominee must be employed full-time in the position for at least 2 years and this employment must not expressly exclude the possibility of extension.
04. The nominatorโ€™s business has the financial capacity to employ the nominee for at least 2 years and to pay the person at least the annual market salary rate for the occupation each year.
The CSOL list is now applicable and expands to 456 occupations.

Under paragraph 1240(3)(d), if an applicant is in Australia at the time of application they must hold a substantive visa, a Subclass 010 (Bridging A) visa, a Subclass 020 (Bridging B) visa, or a Subclass 030 (Bridging C) visa.

Migration Program Planning level / Net Overseas Migration.

The Government has left the 2026โ€“27 permanent Migration Program planning level at 185,000 places, while maintaining the approximate 70% Skilled / 30% Family program number split.

Across both programs the Government will prioritise applications from onshore migrants, allocating 129,590 places to migrants already living in Australia (also 70%). The remaining 55,110 offshore places will predominately be allocated to highโ€‘skilled migrants to assist in addressing Australiaโ€™s longโ€‘term skill needs. This is intended to place downward pressure on net overseas migration|Budget Paper 2 p.7.

Net Overseas Migration (NOM) is forecast to drop to 245,000 in 2026โ€“27 and decline further to 225,000 in 2027โ€“28. Arrivals of New Zealand citizens are also expected to remain strong, reflecting Australiaโ€™s relatively favourable labour market conditions | Budget Paper 1 pgs,62,78.

CSIT and SSIT increase 1 July 2026.

The Core Skills Income Threshold (CSIT) and the Specialist Skills Income Threshold (SSIT) are automatically indexed each year for the Subclass 482 and Subclass 186 programs, in accordance with the formula prescribed in regulation 5.42A of the Migration Regulations.

For these visa programs, a new legislative instrument is not required to update the CSIT and SSIT. Regulation 5.42A applies the Average Weekly Ordinary Time Earnings (AWOTE) figures for the relevant reference quarter and base quarter to determine the indexed amounts. The Australian Bureau of Statistics (ABS) has now released the November 2025 AWOTE data, which is used to calculate the thresholds applying from 1 July 2026.

For the 2026โ€“27 program year, commencing 1 July 2026, the indexed thresholds will be:

CSIT: $79,499 (current 2025โ€“26 value: $76,515)
SSIT: $146,717 (current 2025โ€“26 value: $141,210)

These updated thresholds will apply to all relevant Sc 482 and Sc 186 nomination applications lodged on or after 1 July 2026.
