* Fresh Starts Only: Previous ROIs do not carry over—you must submit a brand-new ROI once the portal opens.

* Victorian Points Test (VPT): ROIs are now ranked from highest to lowest across 7 weighted factors (including age, English proficiency, earnings, and experience) with no fixed pass mark.

* Priority Sectors: High-demand industries like Healthcare, Education, Social Assistance, and Construction remain a key focus for invitations.

Major Australian Student Visa changes have officially taken effect from 2 October 2026.

Here is what international students, graduates, and temporary visa holders need to know based on the latest Department of Home Affairs update:

* No More Onshore Switching: Holders of Visitor visas (600, 601, 651), Working Holiday visas (417, 462), Temporary Graduate visas (485), Skilled visas (482, 457), and Training/Temporary Activity visas (407, 408) must now apply for a Student visa from outside Australia.

* Who Can Still Apply Onshore: Existing Student visa holders can still lodge onshore if they are Doctoral (PhD) students, affected by an education provider default within 12 months, needing more time to finish their main course, or progressing to a higher AQF-level course.

* Offshore Applications Required: Most Subclass 500 applicants must lodge from outside Australia, with exemptions for Defence, Foreign Affairs, and primary/secondary school students.

*Dependants & Provider Transfers: All family members must be included in the initial visa application and cannot be added later as subsequent entrants (with limited exceptions). Additionally, students must complete at least 12 months of their main course before changing education providers.

The Immigration Minister has proposed critical changes across multiple visa subclasses. While these updates are not yet implemented, anyone planning to apply should act before they take effect.

*Key Highlights:*

1) Student Visas: No dependents permitted on your file unless pursuing a PhD or from designated Pacific/ASEAN nations. Course upgrades remain permitted, but downgrading will no longer be allowed.
2) 485 Graduate Visas: If your dependents were not included on your student visa, you will not be able to add them to your Subclass 485 application.
3) Visitor Visas: Mandatory "No Further Stay" conditions will apply, preventing onshore applications for student, work, or partner visas.
4) Construction Pathway: Positive updates for Certificate III and Diploma graduates in construction—qualifications will be treated on par with degree-level points, boosting invitations for EOIs and ROIs.
