⚠️ Important Legal Update on e-signing of employment contracts!

As the new system was finally made operational in late 2025 and became mandatory in January 2026, employers across the board faced serious challenges, since the requirement for employees to have Armenian mID or eID electronic signatures made it virtually impossible to sign employment agreements with employees residing and working outside of Armenia, and also with newly arriving EAEU citizens. On February 9 the government approved and on February 10 submitted to the parliament a draft amendment to the Labor Code aimed at resolving these issues (http://parliament.am/draft_history.php?id=16150). Under the draft:
· the mandatory application of the e-signing system is postponed till January 2027,
· a separate provision allows for signing employment agreements outside of the e-signing platform (i.e. in the "old" way) with employees working remotely outside of Armenia, and
· another provision allows for signing employment agreements outside of the e-signing platform (i.e. in the "old" way) with foreigners, provided within 3 months from getting a residency permit the contract shall be uploaded into the system.

🚀 Advancing Corporate GHG Emissions Reporting in Armenia

We are pleased to announce the successful completion of our project “Needs Assessment and Awareness Raising for GHG Emissions Reporting in Armenia,” implemented by ADWISE Consulting in partnership with UNDP in Armenia, within the framework of UNDP’s “Climate Promise Armenia - From Pledge to Impact” project.

As part of this initiative, our team:
• Analyzed existing market practices and trends in GHG emissions reporting
• Conducted a comprehensive assessment of private-sector needs and capacities
• Reviewed international best practices and their relevance to Armenian market
• Delivered awareness-raising trainings to the private sector stakeholders

Based on the activities carried out and the valuable insights received from stakeholders, a comprehensive report has been prepared.

🌍✨ We are delighted to share our contribution to a landmark initiative in Armenia’s climate action agenda.

Within the UNDP in Armenia’s “Climate Promise Armenia - From Pledge to Impact” project ADWISE Consulting implemented the assignment “Development of Fiscal Policy to Mitigate Climate Change in Armenia,” supporting the design of a Carbon Tax as part of Armenia’s efforts to translate its Nationally Determined Contribution (NDC) targets into concrete, policy actions and instruments.

🎯 The overall goal of the assignment was twofold:

1. To conduct a feasibility assessment for the potential application of a carbon tax in Armenia; and
2. To develop an implementation package, accompanied by a robust economic justification for the application of a carbon tax in Armenia.

Building on a thorough review of the country’s economic and climate context, as well as assessment of the respective best practices globally we developed a thorough economic scenario modelling as well as detailed implementation pathways and recommendations aimed at balancing environmental effectiveness with social equity, ensuring that climate ambition is aligned with economic realities.

🌱ADWISE Consulting Continues Advancing Sustainable Finance in the Eastern Partnership Region

In recent years, the countries of the European Union’s Eastern Partnership (EaP) have been steadily advancing their green finance agendas, mobilising capital from public, private, domestic, and international sources. Several EaP countries — including Armenia, Georgia, and Ukraine — have already issued green bonds, raising over USD 2 billion in just a few years. This momentum demonstrates growing recognition of green bonds as a viable financing instrument․

ADWISE Consulting works alongside the Climate Bonds Initiative to implement an Investor Survey on Institutional Investors’ Behaviour and Demand for Green Bonds in the EaP region, with Climate Bonds leading the assignment in close coordination with the OECD. This work is part of the EU4ClimateResilience project, a strategic initiative funded by the European Union and co-financed by Germany to support the green transition, enhancing decarbonisation and increasing climate resilience in the EaP countries.

The objective of this assignment is to assess investor attitudes, appetite, and expectations regarding sovereign, municipal, and corporate green bonds across the EaP region — helping identify the opportunities and conditions needed to further scale these markets.

As the local coordination partner, ADWISE Consulting plays a key role in ensuring effective stakeholder engagement and smooth implementation of the survey and interview process across EaP countries.

Through this engagement, we are proud to contribute to research that will support the continued development of robust and resilient green finance markets in the region.

🌍 GCF Board Approves “Fuelling Green Recovery in Armenia” Project!

We are proud to share that the Green Climate Fund (GCF) Board has approved Armenia’s new project — “Fuelling Green Recovery in Armenia – Advancing Forest Infrastructure and Creating Sustainable Jobs for Rural Communities” — at its B.43 meeting on October 30, 2025.

ADWISE Consulting, in cooperation with E Co., supported the "Environmental Project Implementation Unit" State Agency of the Ministry of Environment, Armenia in developing this ambitious funding proposal to GCF.

🌲 USD 10 million in financing (94.9% GCF grant) will enable the implementation of transformative actions to:

- Restore degraded forest landscapes and expand climate-resilient forest cover;

- Diversify rural livelihoods through non-timber forest product (NTFP) value chains and agroforestry systems;

- Introduce digital monitoring and investment platforms to strengthen forest governance and enable future carbon market access.

We are proud to be part of this milestone, which marks an important step toward enhancing Armenia’s forest ecosystem resilience and empowering rural communities on the path to a greener, more sustainable future. 🌱

🚀On Friday, September 19, the launch of the new Refugee Response Window for Armenia under the EU4Business-EBRD Credit Line Armenia took place. Since 2021, our team has been coordinating the implementation of technical assistance of the EU4Business-EBRD Credit Line locally.

🤝The EU4Business-EBRD Credit Line is a joint initiative of the EU and EBRD that helps Armenian SMEs finance investment projects and strengthen their competitiveness and export potential. With this new window, the programme is expanding its scope to deliver a more inclusive and impactful approach — supporting both refugee-owned businesses and local companies employing refugees.

💼The program provides financing, advisory support, and incentive grants of up to 35% of the loan amount.

💶Under the refugee support initiative, approximately €44 million in financing and more than €10 million in grants will be made available to local businesses to reduce investment costs and create new opportunities.

💼Ծրագրի շրջանակներում տրամադրվում են ֆինանսավորում, խորհրդատվական աջակցություն և վարկի գումարի մինչև 35%-ի չափով խրախուսական դրամաշնորհներ։

💶Փախստականների աջակցության նախաձեռնության շրջանակում մոտ 44 մլն եվրո ֆինանսավորում և ավելի քան 10 մլն եվրո դրամաշնորհ հասանելի կդառնա տեղական բիզնեսներին՝ ներդրումներ իրականացնելու և նոր հնարավորություններ ստեղծելու համար։
