📍The importance of legal due diligence in complex investments: the Zvërnec project and the protection of foreign investment: the case of Vlora International Airport
Halimi Ahmetaj Law and Tax is proud to have contributed to this year’s edition of Chambers International Arbitration 2026 – Albania with the “Trends and Developments” chapter, authored by Arlind Ahmetaj and Nikol Halimi. The chapter examines two prominent investment cases in Albania. The Zvërnec tourism project highlights the critical importance of thorough legal due diligence in complex, large-scale investments, as well as the role and responsibility of legal advisers in properly identifying, assessing and communicating legal risks before an investment is made. In investments involving billions of USD and complex ownership, regulatory and property structures, comprehensive legal due diligence is a fundamental element of responsible investment decision-making. The Vlora International Airport concession, meanwhile, highlights the importance of effective protection of foreign investment, particularly in relation to judicial predictability, interim measures, contractual stability and the position of a foreign majority investor in a strategic infrastructure project.
Through these cases, the chapter seeks to provide a broader perspective on the legal and institutional environment surrounding major investments in Albania, while offering practical insights into the importance of identifying risks at the outset and ensuring appropriate legal and contractual protection throughout the life of an investment.
