Law No. 43 of 2025, which amends Law No. 79/2021 "On Foreigners," introduces several significant reforms:

Broadens key definitions to include investors, self-employed individuals, and domestic workers.
Grants EU citizens and their family members the right to move to and reside in Albania without requiring a residence or single permit, subject to certain conditions.
Establishes a “Residence Card” for non-EU family members of EU citizens.
Requires EU nationals residing in Albania for more than three months to register online and obtain a registration certificate within that period.
Mandates that applications for unique residence permits be processed within four weeks, aiming to streamline procedures.

Introduces differentiated procedures based on the purpose of stay and the status of the foreign national.

Albania and Israel Convention for the Avoidance of Double Taxation and Evasion signed on 3/5/2021 is approved by the Albanian parliament and published in the Official Gazette no. 177, dated 15/11/2021.
Albania has some Tax Benefits such as: 5% corporate tax rate for 10 years for high-tech companies engaged in research, development, and production of software, Corporate tax rate of 5% for 10 years for cooperative agriculture projects and tourism agriculture projects, International investments in construction and operation of 4–5-star hotels and resorts are exempt from corporate tax for 10 years.
Albania’s corporate tax rate currently is at 15% for revenues over 14 million lek (114,000 euro)
Corporate tax rate for income below the amount of ALL14 million is 5%, VAT in Albania is 20%
