Minimum Wage Increase in Albania – Legal Update Newsletter | LPA LEGAL® ALBANIA 2026

In December 2025, the Council of Ministers of the Republic of Albania adopted Decision No. 776, dated 19.12.2025 “On the Determination of the Minimum Wage in the Republic of Albania”, which introduces a new national minimum wage applicable to all employees working under Albanian labour legislation.

Under this Decision, the gross minimum monthly wage is set at ALL 50,000, calculated on the basis of 174 normal working hours per month.

The Decision repeals the previous minimum wage decision and enters into force upon publication in the Official Gazette, with financial effects applicable from 1 January 2026.

The minimum wage is mandatory for all employers, in both the public and private sector, regardless of nationality, and non-compliance may result in administrative sanctions under applicable labour legislation.

New Personal Data Protection Law Enters into Force

Law No. 124/2024 “On the Protection of Personal Data” entered into force in February 2025, aligning Albania’s legal framework with the European Union’s General Data Protection Regulation (GDPR).

This law introduces substantial obligations for both public and private entities, including:
• Stronger consent requirements Only clear, informed, and documented consent is legally valid.
• The right to be forgotten Individuals may request full erasure of their personal data.
• Data portability Individuals may obtain and transfer their data in a structured format.
• Privacy by design Organizations must embed data protection into systems and operational workflows.
• Higher penalties Fines may reach up to 2% of the company’s annual turnover in cases of serious breaches.

All data controllers and processors operating in Albania, including businesses, public institutions, service providers, and employers.

Recommended actions:
• Update internal privacy policies and external-facing consent forms
• Conduct internal data audits to ensure compliance
• Implement data protection impact assessments
• Train employees on new data rights and responsibilities

National Minimum Salary Adjustments as Stipulated by the Decision No. 113,
Issued on March 1, 2023 On the 1s day of March, 2023, it has been approved from the Council of Ministers the Decision No. 113. This Decision effectively replaces the former Decision No. 604 issued on September 14, 2022, and is specifically concerned with "The Determination of the National Minimum
Salary". Under this new decision, the Council announced an increase in the minimum monthly salary to ALL 40,000, thereby superseding the previous limit of ALL 34,000. Additionally, a significant uplift in the basic minimum hourly salary to ALL 229.9 from ALL 195.4 has been established, predicated on a typical work schedule consisting of 174 working hours per month.

Albanian Parliament Approves Law to Promote Renewable Energy
The Parliament of the Republic of Albania has recently given its approval to Law no. 24/2023, titled "On the promotion
of the use of energy from renewable sources," hereinafter referred to as "the Law." This legislation encompasses various provisions aimed at encouraging the utilization of energy derived from renewable sources. It outlines rules pertaining to the support and promotion of renewable energy, as well as regulations concerning Guarantees of Origin and the integration of self-producers.
The primary objective of the Law is to bolster the adoption of renewable energy sources, thereby reducing the country's reliance on imported fossil fuels and curbing greenhouse gas emissions.
By doing so, it seeks to protect the environment and facilitate the development of rural and isolated areas by improving their access to energy supplies. It is important to note that the Law aligns partially with Directive 2018/2001/EC of the European Parliament and the Council, issued on December 21, 2018, which concerns the promotion of renewable energy utilization.
As a consequence of its enactment, Law no. 7/2017, titled "On the promotion of the use of energy from renewable sources," has been repealed.
