Beyond M&E: Why MEAL Is the Future of Development Practice

Many of us grew up on "M&E" — but the sector has evolved, and rightly so. Today's leading development organizations are embracing MEAL: Monitoring, Evaluation, Accountability, and Learning. Here's why the extra two letters matter:

Monitoring — Continuous tracking of activities and outputs to keep projects on course.

Evaluation — Systematic assessment of outcomes and impact to judge what worked and why.

Accountability — This is the game-changer. It means being answerable not just to donors, but to the communities we serve — through feedback mechanisms, complaint response systems, and genuine two-way communication. Development isn't something done *to* people; it's done *with* them.

Learning — Turning data and feedback into action. Capturing lessons, adapting strategies, and ensuring mistakes aren't repeated across projects or years.

Why does this shift matter?

A project can be perfectly monitored and rigorously evaluated — and still fail communities if it isn't accountable to them or willing to learn and adapt. MEAL closes that gap. It puts affected populations at the center, not just as data points, but as stakeholders with a voice.

Organizations that build strong MEAL systems don't just report better — they build trust, adapt faster, and deliver more sustainable impact.

Child Protection Vs Child Safeguarding

Child Protection and Child Safeguarding are closely related, but they are not the same thing.

Child Protection is the broader system of preventing and responding to violence, abuse, neglect, exploitation and harmful practices affecting children. It involves laws, policies, institutions, social services, justice systems and community structures.

Child Safeguarding, particularly in an organisational context, asks a more specific question:

"Could our organisation, our people, our programmes or our activities expose a child to harm?"

It is about proactively identifying and reducing those risks, while having clear procedures for responding when concerns arise.

Consider a simple example.

An NGO organises a community programme for children.

Child Protection asks:

Are there systems in the community to prevent and respond to abuse, exploitation and neglect?

Child Safeguarding asks:

Are our staff properly vetted?

Do they know how to interact safely with children?

Is there a code of conduct?

Can a child report inappropriate behaviour safely?

How are photographs and personal information handled?

What happens if a staff member or volunteer is accused of harming a child?

These are not theoretical questions.

An organisation can have a beautiful child-protection policy sitting in a file while a child is exposed to risk during the organisation's own activities.

That is why safeguarding must be built into programme design, recruitment, training, supervision, partnerships, communication, reporting mechanisms and organisational culture. This mirrors how UNICEF frames safeguarding in its own global policy: not as a standalone document, but as something embedded across every process and operation. It's a principle also reflected in frameworks like the Keeping Children Safe Child Safeguarding Standards and PSEA (Protection from Sexual Exploitation and Abuse) requirements now standard across the sector.

For organisations working with children, the responsibility is therefore twofold:

Child Protection: Help strengthen the systems that protect children.

Child Safeguarding: Make sure our own organisation does not become a source of harm.

In Sustainable Social Development, this distinction matters.

Because development is not sustainable if the process of helping children inadvertently puts them at risk.

Protecting children is not only about responding when harm occurs. It is about designing systems that make harm less likely to occur in the first place.

That is where safeguarding begins
