UAE Heat Stress Protection Policy 2026 Comes Into Effect

The UAE has started implementing the Heat Stress Protection Policy for workers, effective from 15 June to 15 September 2026.

Under the policy, work under direct sunlight and in open outdoor areas is prohibited from 12:30 PM to 3:00 PM.

The measure aims to protect workers during the summer season and strengthen occupational health and safety standards across worksites.

Key employer obligations include:
• Providing suitable rest areas
• Ensuring access to cooling facilities
• Supplying drinking water
• Making first-aid equipment available

Certain technical or emergency works may be exempted where postponement is not possible.

With the entry into force of Federal Decree-Law No. 25 of 2025 concerning Civil Transactions as of 1 June 2026, any person who has completed 18 Gregorian years shall have full legal capacity, provided that they are of sound mind and are not legally interdicted.

The impact of this amendment is not limited to individuals only, but also extends to several important practical sectors, particularly business, banking, and real estate.

1. Business Sector and Company Incorporation
In terms of general legal capacity, a person who has completed 18 years of age may enter into commercial contracts and contractual obligations, subject to the requirements of licensing authorities, free zones, and the relevant commercial regulations.

2. Banking Sector and Financial Transactions
This amendment may affect policies relating to opening bank accounts, applying for financial facilities, and signing banking obligations, while such matters remain subject to banks’ internal policies and the instructions of the competent regulatory authorities.

3. Real Estate Sector
In principle, a person with full legal capacity may enter into sale, purchase, and lease agreements, and may dispose of their funds and real estate rights, subject to real estate registration requirements, procedures of the competent authorities, and any applicable regulatory controls.

4. Corporate Compliance and Updating Forms
Companies, banks, real estate developers, and legal service providers should review their contract templates, legal capacity verification policies, and internal compliance procedures to ensure alignment with the new age of legal capacity.

Important Tax Amendments in the UAE: Voluntary Disclosure and Reduction of Administrative Penalties

The United Arab Emirates has introduced important tax updates aimed at facilitating tax compliance, reducing certain administrative burdens on businesses, and enhancing procedural clarity for taxable persons.

These updates include amendments to voluntary disclosure procedures, mechanisms for correcting tax errors, and changes to several administrative penalties related to tax violations.

Key points companies should know:

1. Correction of minor tax errors
If an entity discovers an error in its tax return that does not exceed AED 10,000, it may be possible to correct the error through the next tax return or the tax return for the period in which the error was discovered, as applicable, without the need in certain cases to submit a separate voluntary disclosure.

2. Mandatory voluntary disclosure for larger errors
If the error exceeds AED 10,000, it must be treated with greater seriousness, and submitting a voluntary disclosure may be mandatory within 20 business days from the date the error becomes known, in accordance with the applicable rules.

3. Updates to administrative penalties
A number of administrative penalties applicable to tax violations have been amended, including the reduction of certain penalties and changes to the calculation mechanisms of others. These updates aim to support voluntary compliance and allow companies to correct their tax position with greater flexibility.

4. Examples of the amendments
Among the important amendments, the penalty for failing to notify the Authority of the appointment of a legal representative within the prescribed timeframe has become AED 1,000. In addition, the penalty for submitting an incorrect tax return has become AED 500, unless the correction is made within the prescribed timeframe or a voluntary disclosure is submitted that does not result in a difference in the tax payable.

These amendments do not reduce tax obligations. Rather, they emphasize the importance of early review of tax returns and records, and taking the correct action immediately upon discovering any error.

The Age of Majority Becomes 18 Gregorian Years in the UAE

Federal Decree-Law No. 25 of 2025 Promulgating the Civil Transactions Law will come into force on 1 June 2026, introducing an important change to the age of legal majority in the United Arab Emirates.

Under the new law, a person will attain full legal capacity upon completing 18 Gregorian years, provided that he or she has full mental capacity and is not subject to interdiction or any legal restriction.

This change may have significant practical implications, including:

1. Full Contractual Capacity

A person who has reached the age of 18 may have the legal capacity to enter into contracts and assume civil, legal, and financial obligations, subject to applicable laws and sector-specific regulations.

2. Management of Assets and Legal Affairs

A person with full legal capacity may manage his or her assets, legal affairs, and civil rights, while remaining subject to any special requirements, approvals, or restrictions imposed by relevant legislation or regulatory authorities.

3. Court-Authorised Management of a Minor’s Assets from the Age of 15

The law also allows the court, upon the request of the guardian, custodian, or a discerning minor who has completed 15 Gregorian years, to authorise the minor to manage all or part of his or her assets, with or without restrictions, as the court considers appropriate to protect the minor’s best interests.

This reform may directly affect contracts, bank accounts, company formation, real estate transactions, and commercial and civil obligations, depending on the applicable regulatory framework in each sector.

Important Update to the UAE Wage Protection System

The Ministry of Human Resources and Emiratisation has issued Ministerial Resolution No. 340 of 2026 concerning the Wage Protection System, which will come into effect as of 1 June 2026.

This resolution represents an important regulatory update aimed at enhancing the regular payment of employees’ wages in private sector establishments and increasing the level of compliance among employers.

Key highlights of the resolution:

1. Unified wage due date
The first day of each calendar month is now the official due date for employees’ wages for the previous month. Any payment made after this date shall be considered a delay in wage payment.

2. Removal of the previous 15-day grace period
The previous grace period is no longer applied in the same manner. Establishments are now required to organize their financial and administrative systems to ensure salaries are paid on the specified due date.

3. Escalating electronic procedures
The procedures begin with electronic alerts and may escalate to the suspension of new work permits, the imposition of fines, and stricter legal and administrative measures in the event of continued non-compliance.

4. Required compliance rate
At least 85% of the total due wages must be transferred electronically through the Wage Protection System for an establishment to be considered compliant.

This update requires companies to review their payroll systems, cash flow arrangements, and internal compliance procedures in order to avoid any future violations.
