​What Is a Commercial Property Condition Assessment?

Put simply, a PCA is the commercial version of the home inspection that lenders require before a residential purchase. It provides risk mitigation for the buyer and the lender and, potentially, an opportunity to renegotiate the price based on the true condition of the property.

What’s different in a PCA versus a home inspection is the complexity of the investigation?

From the physical size of property improvements to the complexity of HVAC, electrical, plumbing, roofing, and other systems, a commercial property requires a much more detailed and knowledgeable investigation to ensure proper due diligence.

It’s important to know that not all PCA providers are created equal. Some individuals with a home inspection certification will try to sell themselves as a PCA provider with only ten hours of residential-specific training. Such a provider won’t have adequate knowledge of commercial structures and systems to provide a reliable assessment and almost certainly won’t be able to provide an accurate cost estimate.

​Even reputable PCA providers vary in the level of service, speed of service, and number of disciplines their company brings to the table.

​When choosing a PCA provider, look for these characteristics:

Ability to get on-site fast to start the process:

Local or regional offices on the property will help with this, as well as a track record of speedy response and the availability of resources to mobilize quickly.

Ability to provide accurate costing-

Anyone can use an online construction cost estimator and put a number in a chart, but a company with a construction consulting division and the ability to instantly access real-time cost data will provide much more accurate numbers.

Multi-disciplinary expertise:

PCAs require a broad understanding of everything from architecture to mechanical, electrical, and plumbing systems. A provider with in-house expertise in a broad range of engineering and construction disciplines will be able to provide a more accurate and comprehensive assessment.

​Proven experience:
An organization that has done hundreds of PCAs will provide a faster, more seamless, and more reliable assessment than a less experienced provider.

MEDIA STATEMENT: CALL FOR REGISTRATION OF PROFESSIONALS TO ISSUE ENERGY PERFORMANCE CERTIFICATES FOR BUILDINGS

The Department of Mineral Resources and Energy (DMRE) and the South African National Energy Development Institute (SANEDI) call for individuals to register as Energy Performance Certificates (EPC) Professionals who will assess energy usage of all non-residential buildings that are larger than 1000m2 in South Africa and issue an EPC for buildings.

To promote energy efficiency improvement in buildings, the Minister of Mineral Resources and Energy promulgated Regulations for the mandatory display and submission of Energy Performance Certificates (EPCs) for buildings in terms of Section 19 of the National Energy Act.

The Regulations require that all non-residential buildings larger than 1000m2 be registered on the National Building Energy Performance Register (NBEPR) system administered by SANEDI on or before 3 August 2024, and to display the EPCs publicly by 7 December 2025.

Registration for EPC Professionals started on Thursday, June 13, 2024, for individuals or members affiliated with Inspection Bodies accredited by the South African National Accredited System (SANAS), which previously had the exclusive right to assess energy usage and issue certificates for buildings.

Effective Monday, 8 July 2024, all other eligible individuals with the necessary knowledge and qualifications will also be allowed to register as EPC Professionals to conduct energy performance assessments and issue EPCs for buildings per SANAS 1544.

Applicants must hold at least a Grade 12 or NQF 4 qualification and a Diploma/Bachelor's Degree in engineering, energy management, natural sciences, property studies, architecture, quantity surveying, or construction management.

Once registered, the individual EPC Professionals must attend compulsory continuous EPC Professional Training in the field of energy performance assessment , energy audits, or energy management facilitated by training providers appointed and/or endorsed by SANEDI.

WHAT HAPPENS IF I DON'T HAVE BUILDING PLANS?

In South Africa, there are several consequences for building without approved plans, including:

Legal action-
A building inspector can enter your property and order construction to stop. They can also get a court order to demolish the structure at your expense, and you may be liable for legal costs.
Unlawful structure-
You may have an unlawful structure on your property, which the municipality can ask you to address.
Buyer rights-
If you sell a property without approved plans, it's considered to have a latent defect. The buyer can cancel the deal if they aren't told about the lack of plans.
Financial security-
Banks may consider the building a risky investment and not grant finance for the property purchase.
Selling complications-
Selling a property without approved plans can be challenging and lead to legal disputes or costly modifications.

TYPES OF ZONING IN SOUTH AFRICA
